Lake Site Planning due to Conservation Base Water Tourism: Case Study of Situ Kemuning, Kabupaten Bogor

Kemuning lake located in Kabupaten Bogor known has a function as a reservoir of water that control flood and provide recreation. The condition of Kemuning lake declines due to silting up and shrinkage caused by anthropogenic activities. Kemuning lake as a water resource infrastructure is facing threats, and potential efforts are required to manage it for its preservation and also for the benefit the surrounding community. The aims of this study was to identify the physical condition to support conservation of the water resource in Kemuning lake and to analyze of water tourism development in the lake through the potential space utilization. The case study research method was done with the approach to assess the physical condition of lake, carrying capacity of tourism, potential spatial analysis and strategy formulation. The results showed that the physical condition of Kemuning lake is currently disturbed. It mainly caused by silting and shrinkage or encroachment. The percentage of shrinkage of water is more than 25%. Eventhough the lake has been disturbed but it still has a good potential to support tourism. Extensive spatial analysis showed that 34.35% (5.27 ha) of area have a potential to support tourism. Space was divided into two sections, namely; green open space and tourist services space. Carrying capacity analysis found that the lake has a carrying capacity to support fishing (202 person/day), relaxing and jogging (1698 person/day) and water attraction activity (142 person/day). The implementation of tourism development has to be integrated with impact management in order to support sustainability. There are two main strategy for developing management of Kemuning lake through water tourism approach, e.g. 1) revitalization and restructuring of the potential space utilization as integrated approach, 2) Socialization of the community through empowerment and environmental education in schools. Furthermore, the problem solving of Kemuning lake for sustainable management requires lake revitalization and restructuring of potential space utilization as action plan, and empowering local communities to encourage sense of ownership.
