Policy Implementation Analysis for National Committee of Avian Influenza Control and Pandemic Preparedness (Komnas FBPI) in term of Avian Influenza Coordination Program in Indonesia

Indonesian National Committee of Avian Influenza Control and Pandemic Preparedness Plan (Komnas FBPI) was established by Precidential Decree Number 7, 2006 to enhance coordination among related institutions on avian influenza control and also pandemic preparedness. Komnas FBPI was facing some coordination problem during their work tenure. The aim of this study was to identify variables influencing the policy implementation of Komnas FBPI. Communication, resources, disposition, and bureaucratic structure were simultaneously interacting to either support or hinder the implemplementation of this policy. This study was conducted by path analysis and data scoring from some respondents who completed the questionnaire. This study showed that communication, bureaucratic structure, disposition, and resources are influential variable to coordinate avian influenza control in Indonesia. Communicaton and bureaucratic structure especially had a significant influence to coordination quality of Komnas FBPI. However, dispostion and resources were not significant variables. Indirect impact of communication (12.6%) was higher than the direct impact of communication (5.9%). While direct impact of bureaucratic structure (32.7%) was significantly higher than indirect impact of bureaucratic structure (0.06%). The study concluded that communication and bureaucratic structure were two main elements that influencing the coordination system of Komnas FBPI. As a part of public health, communication was main priority on controlling zoonotic disease. The transparency of program would smoothen the coordination between national and international society. In the meantime, bureaucratic structure needed to more effective and rational and it would depend on willingness of stakeholder and the value of bureaucratication to make a change. It was also apparent that policies, rolled out regularly for zoonotic disease control and eradication in developing nation was important key, although in many cases failed in achieving the desired results.
