Analisis Peran Kelembagaan Ekonomi Lokal terhadap Pemanfaatan Perairan dalam Pengelolaan Ikan Larangan (Studi Kasus Ikan Larangan Desa Sungai Pasak Kota Pariaman)

Abstract

This research based on management of fisheries resources by community Desa Sungai Pasak in West Sumatera. Management of fisheries resources is known as ikan larangan. Ikan larangan is a kind of fisheries management system that applies closing seasons to fishing in a portion of river or canal for a certain period. The purpose of this study was to indentify management of fisheries institutional, transaction cost, and describe the benefit from management of ikan larangan Desa Sungai Pasak. The research method are purposive sampling and snowball sampling. Another method of supporting the result interview are observations and documentation. The result of research showed that Ikan larangan areas is under the management of community from village government and local comunity representative. Management cost for ikan larangan include operational cost (IDR 12 000 000) and transaction cost (IDR 8 000 000 anually). Field observation shows that the management of the ikan larangan areas has a positive impact on the villagers. Some of the benefits from the system are fisheries resources in the open waters are kept sustainable, facilitating brotherhood among the villagers, and generating income for villagers
