Daya Saing dan Faktor-faktor yang Memengaruhi Impor Cumi-cumi dan Sotong Olahan di Indonesia Periode Tahun 2002-2011

Abstract

Indonesia is a country with abundant marine resources, but its fishery sector seems to have low level of competitiveness. That can be portrayed by the high level of imports in fresh fish and processed fish products. Two of the commodities that tend to have fluctuated level of imports are squid and cuttlefish processed. This research was conducted to identify the current competitiveness condition and factors affecting imports of squid and cuttlefish processed in Indonesia within the periode of 2002-2011. Competitiveness condition is viewed through RCA, the average ten years result of RCA in Indonesia shows 1.2384 figures. The result means Indonesia has high level of competitiveness despite the fact those two commodities are still being imported. All factors that have impact on imports are identified by using Gravity Model. The four variables which are GDP of six exporting countries, Indonesia’s GDP, domestic consumption volume, the distance of economic; produce estimation which similar to hypothesis and has significant effect, and the interaction between tariff and dummy variable have insignificant result and way different from the hypothesis

Indonesia merupakan negara yang melimpah akan sumberdaya kelautan, namun sektor perikanan Indonesia cenderung berdaya-saing rendah. Hal ini ditunjukkan dengan masih tingginya impor, baik ikan segar maupun produk hasil olahan ikan. Salah satu komoditas yang memiliki impor berfluktuasi adalah cumicumi dan sotong olahan. Penelitian ini dilakukan untuk mengidentifikasi kondisi daya saing dan faktor-faktor yang memengaruhi impor cumi-cumi dan sotong olahan di Indonesia periode tahun 2002-2011. Kondisi daya saing dilihat melalui RCA, hasilnya selama sepuluh tahun rata-rata RCA Indonesia sebesar 1.2384, artinya Indonesia memiliki daya saing tinggi, namun kenyataannya Indonesia masih mengimpor untuk komoditas ini. Selanjutnya, faktor-faktor yang memengaruhi impor dijawab dengan Gravity Model. Keempat variabel yaitu GDP keenam negara pengekspor, GDP Indonesia, volume konsumsi domestik,dan jarak ekonomi; menghasilkan estimasi yang sesuai dengan hipotesis, sedangkan nilai tukar keenam negara pengekspor terhadap Rupiah tidak sesuai hipotesis namun signifikan, serta interaksi antara tarif dan variabel dummy tidak sesuai hipotesis dan tidak signifikan.
