The direction for catch fishery development at the Nontidal Swamps in Hulu Sungai Utara Regency, South Kalimantan

The declining trend of catch fishery production and increasing demand for fishery products, requires efforts to increase production by taking into account aspects of sustainable living. Hulu Sungai Utara Regency has a swamp land reached 63% of the potential total area that can developed for marsh fishing activities. The purpose of this study are: (1) to identify areas of fishery activities on the basis of comparative advantage, (2) to identify the causes of decline in fishery production, (3) to identify the fishery reserves to sustain fishing activities, (4) to identify the perceptions of stakeholders about the direction of the development potential nontidal swamps fishery, and (5) to formulate strategies and policy priorities as the development direction of nontidal swamps fishing potential in Hulu Sungai Utara Regency. The data analysis were used descriptive analysis, analysis of the technical criteria of fishery reserves, spatial analysis, Location Quotient (LQ), Analytical Hierarchy Process (AHP) and SWOT analysis. The results showed that the basis of fishing activities based on comparative advantage is Danau Panggang district, Sungai Pandan district, Amuntai Selatan district, Amuntai Utara district dan Sungai Tabukan district. Decline in fish production due to low utilization of the potential of fishery resources. The fishery reserves located in sub district Tampakang, Pal Batu, Pandamaan, Baru, Pajukungan Hilir, Sungai Dalam, Teluk Limbung, Sungai Durait Hilir, Sungai Durait Tengah, Danau Cermin, Pulau Tambak dan Banyu Hirang. The perception of stakeholders on the nontidal swamps fishery management’s is the priority of physical factors followed by social and institutional factors and the recent economic factors. Based on the SWOT analysis, the recommended policy priorities to be implemented is the use of natural resources, fish resources, human resources, facilities and infrastructure, market potential and capital to increase production and profits. The fishery area which can be exploited area 24.790 hectares scattered throughout the district, while the fishery reserves covering 1.775,6 hectares.
