Perencanaan strategis teknologi informasi perpustakaan Universitas Trisakti
Abstract
The very fast development of information technology has brought many changes to university libraries. Libraries should be able to deal with those changes by implementing appropriate strategy; otherwise it would be neglected by its users. This is why strategic planning in information technology becomes a vital component in the near future for preparing successful university library including the Trisakti University Library (Usakti Library. Using SWOT and IT Balanced Scorecard (BSC) qualitative approach, this study aims to seek appropriate information technology strategic planning needed by Usakti Library. Based on those reasons, this study has five main objectives that include the following: (1) to study the state of internal and external Usakti Library environment condition; (2) to analyze internal strengths-weaknesses and external opportunities-threats faced by the library; (3) to formulate strategies based on the SWOT analysis; (4) to group the strategies into perspectives and matric of information technology balanced scorecard (IT BSC); and (5) to prioritize the perspectives and its related strategic. This study showed that the internal strategic factors shows 2.300 total score, indicating that the internal condition of Usakti library is within average category in using strengths to face its internal weaknesses. Meanwhile the external strategic factors shows 2.710 total score, indicating the library ability in utilizing opportunity and anticipating threats is in a medium category. Based on the SWOT analysis, ten strategies was proposed and grouped into the four IT BSC perspectives. Into the user orientation perspectives three strategies were grouped; improving the usage and quality of IT based services for user satisfaction, providing training and effective IT user manual, and cooperating with other institutions to improve better IT based library services. On the second perspectives, the operational excellent two strategies were grouped; maintaining all necessary IT equipments and its systems so that it is always in ‘ready to use’ state, and providing up to date infrastructures and hardwares. For the third perspectives or corporate contribution, two strategies were listed; improving the role of IT in library organization, and evaluating the implementation of IT in library. Finally in the fourth perspectives or future orientation; three strategies were listed; conducting feasibility study before implementing any technology to improve library services, improving IT competencies for the library human resources, and proposing IT planning as a guideline in administering library IT programs. Following the above groupings, for each strategy, measurement, target and its initiative strategy was set to be used as the basis of Usakti Library in planning, improving, and measuring its own performance of IT implementation. After analysis, finally the strategies and its perspectives were prioritized. The user orientation perspective is in the highest priority with 30.8% score and its main strategy is to improve the usage and quality of IT based services for user satisfaction with score of 38.9%. On the operational excellent perspective, its first strategic priority is maintaining all necessary IT equipments and its systems so that it is always in ‘ready to use’ state with 54.2%. On the corporate contribution perspective, its strategy with the highest priority is improving the role of IT in library with 58.3%. At last, on the future orientation perspective, the highest strategic priority is improving IT competencies for the library human resources with 37.3%. It is strongly advised that the Usakti Library should immediately propose information technology strategic planning to the university policy maker. The strategic planning should then be communicated intensively to them, hopefully the programs being planned and implemented could be known and fully supported. Perkembangan teknologi informasi yang sangat cepat telah banyak membawa perubahan pada perpustakaan perguruan tinggi. Perpustakaan harus mampu mengantisipasi perubahan tersebut dengan menerapkan strategi yang tepat jika tidak ingin ditinggalkan oleh penggunanya. Hal tersebut yang menyebabkan perencanaan strategis teknologi informasi menjadi komponen penting bagi perpustakaan termasuk Perpustakaan Universitas Trisakti (Usakti) terutama untuk meningkatkan kualitas layanan demi kepuasan penggunanya.
