      Analysis of the Leading Sectors and Development Disparity within Development Areas (DA) in Ciamis Regency West Java

      Abstract
      Development is aimed to bring a just and equal prosperity for the society, but it is faced with three main issues of economic development, namely unemployment, poverty and disparity, in which poverty is reflecting the worst disparity condition. In Indonesia, although there is a view that the regional disparity in Indonesia is not so large compared to that of other countries with similar characteristics, there is some social unrest in the region, proving that the gap does exist.” The general objective of the study was to examine disparity between three Development Area (DA) in Ciamis Regency by (1) determining competitive sectors in the region, (2) analyzing subdistrict’s level of development, (3) measuring the magnitude of disparity, and (4) identifying the determinant factors of disparity. Location Quotient (LQ) and Shfit Share Analysis (SSA) methods were employed to identify priority sectors; the methods of Schallogram, Entropy and Klassen were employed to analysis level of development; the Williamson Index and Spatial Mean Methods were employed to measure disparity; and Multiple Regression was employed to identify determinant factors of disparity. In general, the Southern DA has more competitive sectors than the Northern and Central DA. Development According to SSA, the development areas in the Central DA has better positive differential values of shifts than both Northern and Southern DA. Based on the schallogram, Pangandaran District in the Southern DA is at the first hierarchie. Entropy index Ciamis regency was declining from 2006 to 2010, indicating that there were still have better level of disparity and balance of economic activities/ sectors among the development district in Ciamis regency. Based on the Klassen Typology, the subdistricts of Kawali, Ciamis, Cikoneng, Banjarsari, Padaherang and Pangandaran are in the category of developed regions. In terms of Williamson Index for 2006-2010, there was an increase, indicating that there was an increasing disparity in the period of the years, and the Spatial Mean of Population and GDP was in the subdistrict of Cimaragas although the center point of the Regency was in Cidolog subdistrict (Central DA) but with its direction to the north. This study is expected to become an input or consideration for Ciamis Regency government in making its development policies
