      Abstract
      The development of waterfront city of Ternate in 2006-2015 initially began with the limitation of land due to the high amount of population, geographical and topographical conditions of the region, the threat of catastrophic volcanic eruptions as well as national and provincial development strategy. The purpose of this study is focused on three points related to urban growth of Ternate City. First, land use mapping of the urban growth of Ternate was done, divided into two periods: before and after the development of the waterfront. Second, by coverage of urban infrastructure to support socio-economic activities of the community is analyzed. Third, by determining the strategy in the structuring and management of sustainable infrastructure based on the interests of the stakeholders for the improvement towards a better infrastructure. The methodology used in this research were Geographical Information System (GIS), descriptive analysis, scalogram analysis, linear regression and Analytical Hierarchy Process (AHP). The result of the analysis showed that the spatial changes of Ternate City were characterized by changes in the shoreline and land use due to the development of waterfront areas done by reclamation. The regional hierarchy analysis (2005-2011) showed that there were aspects of the development of infrastructure and accessibility, where coastal villages was more developed than non coastal village. Spreading of infrastructure in Ternate City was mainly concentrated in the downtown area, so the access is relatively easy linked to the road, but the travel time in each district is different. The evaluation shows that the availability of infrastructure don’t meet the service standard, they are water supply from PDAM, electricity, the disposal garbage transported to sanitary landfill (TPA), the capacity of educational facilities, and market facilities. The infrastructures which were inadequate the service standards were roads, health facilities, commerce facilities, and green open space. The prediction of infrastructure needs in 2013-2032 were analyzed based on the projected population. The infrastructure needs until 2032 were water supply from PDAM 28.002.700 liters/day, the need for electricity 114.557 KVA, the production of garbage 636.425 liters/day, health facilities 129 units, and commerce facilities 1.037 units. The structuring and managing infrastructure in waterfront areas that need to be prioritized based on the perceptions of stakeholders are the integrated garbage management, the structuring area of street vendor (PKL) and the arrangement of city park landscape.
