      Abstract
      Palabuhanratu Archipelagic Fishing Port has been established as the field project of capture fisheries minapolitan. Minapolitan development will be effective if managed in an integrated model. This research was aimed to: 1) identify the implementation problems, 2) formulate the integrated model based on market integration, supply chain and institutional partnerships, 3) formulate strategies and benchmarks of the integrated model in developing capture fisheries minapolitan at Palabuhanratu. System approach, descriptive analysis, SWOT and balanced scorecard were used for data analysis. The result found that the implementation problems of capture fisheries minapolitan at Palabuhanratu were fishermen poverty, declined in fish stocks, and conflicts in the utilization of coastal and marine areas. Tuna and hairtail market at Palabuhanratu were highly integrated for both local and export markets. The vertical integration process occurred among fishermen, vessel owners, and the company. The integration of minapolitan institutional can be done through participation in a harmonious and mutual need between government, private sector, and intellectual. Strategies for the successfull implementations in the minapolitan model were 1) optimization of tuna and hairtail product, 2) improving facilities and infrastructure of transportation and fishing port, 3) cooperation of minapolitan business partnerships, 4) improving performance of fishing port institutional, 5) the fisheries industrialization, 6) sustainable fisheries development, 7) building win-win partnerships between fisherman, vessel owners and exporter, 8) building a collective consciousness to remain committed and consistent in developing minapolitan. Balanced scorecard analysis produced 16 successfull factors (benchmarks) and 13 programs that should be done to achieve strategic goals.
