      Abstract
      The-objective of this research was determined the responsible fISheries of yellow tail resources utilization model and it's optimal investment in Seribu Islands water. The research did by survey method and used purposive sampling. Data analysis used the bio-economlc analysis and approaches the CYP, W-H, Schnute and Fox Algorithm models. Investment criteria used the benefit-cost analysis. Muroaml's construction consists of the long leg, short leg, cod and frightening line. The average of yellow tail actual production in Seribu Islands water at 1997-2006 periods is 798.90 tons per year and actual effort exceed 690 trips per year. Estimation model of yellow tail resources management in Seribu Islands water appropriate Fox Algorithm and Schnute, with the maximum production equal 1054.84 and 917.49 tons per year, and maximum effort equal 1174 and 1219 trips per year. It's calculation at 1997-2006 periods show that the yellow ~iI resources utilization can be categorized not yet in condition of biological over fishing and economical over fishing. Optimal investment of muroami fishing unit for utilize the yellow tail . resources exceed Rp39,520,676,683.15 for Fox Algorithm model and Rp34,347,534,092.91 for Schnute model. Investment criteria show that the Net Present Value (NPV) equal Rp5,648,578,190.36 (FOX Algorithm) and RpS,937,581,101.50 (Schnute), Net Benefit-Cost ratio equar 1.14 (Fox Argorifhm) and 1.26 (Schnufe), and rnfernar Rate of Return equal 13.2J01o -15.76% per year.
