      Abstract
      In Indonesia fishing vessel registration is handled by two different institutions, namely the ministry of transportation (at the province/district level is represented by the Harbor Master / Transportation Agency) and the ministry of maritime affairs and fisheries (at the province/district level is represented by the Marine Fisheries Agency). In general, the implementation of these activities often markdowns conducting, high cost, taking long time document process, unregistered in Jakarta, and uncomputerize. Research on the fishing vessels registration is very important to anticipate the markdown practices and high costs. The purpose of this study is to design the management of capture fisheries base on integrated fishing vessels registration system, by computerized data base system as well as integration between the agencies involved in the registration. The research conducted from September 2008 until December 2009 in several district in Aceh Province. The method in this study were (1) collecting Primary data directly in the field and verificating the vessels especially under 30 GT, (2) using systems analysis and institutional analysis for both involved agency (3) using HUBLA and Nomura formula for the Gross Tonnage (GT) calculation of vessel. The conclusion of this study were: (1) the design of integrated management of fishing vessel registration was proved can eliminate the practice of markdowns effectively, (2) computerized data base system was proved can speed up the process of vessel document publication,(3) To facilitate the re-registration, system was supported by on line fishing vessel registration information system (SIRKI), so stake holder can get information i.e : the vessel process, ownership, dimension and fishing gear, (4) The integrated fishing vessel registration can be used as a baseline for the capture fisheries management.
