Gender Analysis On Extension Worker Performance In Badan Pelaksana Penyuluhan Pertanian, Perikanan Dan Kehutanan (Bp4k) Kabupaten Bogor

Abstract

Agriculture sector has central position in economic development in Indonesia. However, its development is facing obstacles such as low quality of human resources. According to government acknowledgment, cooperative extension system has been less function. Recent study also acknowledged about the extension worker performance. However, those studies did not include analysis of extension worker performance based on gender perspective whereas it was mentioned in President Instruction No. 9 Year 2000 that all stakeholders should include gender mainstreaming in policy and development programs. It is also stated in Law of Agriculture Extension No. 16 Year 2006 about agriculture extension with gender equality strategy. Based on these reasons, research on agriculture extension performance with gender perspective has been conducted. The purposes of this study were to: analyze the profile of BP4K Kabupaten Bogor on organization structure, job description and function and also human resources profile; extension worker performance based on gender perspective and; problems faced by extension worker to do their duties. This research involved 49 respondent consist of 42 male extension workers and seven female extension workers. This research used quantitative approach with survey method. Field observation was also conducted to see extension worker performance. Generally, skilled extension worker and expert extension worker have access toward all extension programs. It was found that the majority of all extension workers did not participate in PUAP and Prima Tani project. The problems faced by extension workers were low amount of extension worker resource, minimum facilities and inappropriate of PEMENPAN No. 2 Year 2008 with actual condition.
