Peningkatan Peran Masyarakat dalam Upaya Pengendalian Kebakaran Hutan di KPH Malang Perum Perhutani Unit II Jawa Timur

Abstract

Right now, the forests in Indonesia are having high degradation levels. Looking from the climate condition of Indonesia which has rain falls and high humidity levels then there are small chances that there would be forest burning caused by nature factor. It is presumed that about 99% of forest burn that happened was caused by human‟s doing and that 10% of it was a nature factor. Based of that, the attempt to preserve forest from burning down needs to be maximized, one of them is by forest burning control. With the construction system based on human role which is now being sed, so then the forest burning control would be focused on the human‟s approach. By that, it is necessary to fit an editorial about expanding of society role in attempt of forest burning control. The purpose from this scientific research is to file and list in all kinds expanding of human role on attempt of forest burning control in KPH Malang, either used for prevention and extinction, and also to analyze whether the attempt are effective or not. This scientific research is done at the RPH Oro Oro Ombo BKPH Pujon KPH Malang Perum Perhutani Unit II East Java for two months which was at April until May 2009. Data completion was gathered by interviews and studies about attempt of forest burning control by the human role. Respondent which was interviewed was the personals of RPH Oro Oro Ombo and 30 other respondents from the community around the forest and includes Forest Farmer Group of the RPH Oro Oro Ombo that was known by purposive sampling. Based on the scientific research it has been found that expanding of society role in attempt of prevention forest burning by using educational method includes filtration activity, socialization activity, and comprehensive. Expanding of society role in attempt of prevention forest burning by using awareness of law method which are known as warning board, written rules, comprehensive rules or direct forbidding. Expanding of society role in attempt of prevention forest burning by using technical method are as known as making green belt activities. Expanding of society role in attempt of extinction forest burning activities which are using ilaran path method, direct fire extinction method using soil, and direct fire extinction method using kepyok. Expanding of society role on attempt of forest burning control at RPH Oro Oro Ombo so far in relatively effective to decrease the frequency and area of the fired land.
