Social Capital and Perception of the Community in the Development of Community Plantation Forest (HTR) in Ogan Komering Ilir Regency

Abstract

A successful of community plantation forest development needs to include a social capital as readiness factors of the people to accept a development program from the government and community perception on the program regulation. The research objectives were (1) to assess the individual characteristics, social capital and community perception on HTR regulation, (2) to analyze the relationship between the individual characteristics and the constituent elements of social capital and perception on HTR regulation, between social capital and its constituent elements as well as between social capital and community perception on HTR regulation (3) to obtain the most appropriate HTR development strategy. The study was conducted at the Terusan Sialang State Forest Area in Ogan Komering Ilir Regency from Maret to Mei 2012. Data were analyzed using a descriptive analysis, Rank Spearman correlation , SWOT and QSPM. The individual characteristics based on the assesment of age categories, education (formal dan non formal), income, size of land ownership, level of health, length of stay, social status, ethnics, and domicile of origin were in medium category. The social capital of community is in the high category with the identified elements of social capital involving trust, social networks, social norms, proactive actions and caring. The individual characteristics significantly related to the constituent elements of social capital are age, formal and non-formal education, income, wide of land ownership, health level, social status and ethnic. The individual characteristic significantly related to perception of HTR regulation are formal education, income, land area, social status and ethnic. The social capital was significantly corelated with the perception of HTR regulation. The selected and prioritized strategy was to build multi stakeholders forum to strengthten coordination, communication, information services, searching solution on HTR development problem, partnership and marketing development, and as center of excelent for HTR development program in Ogan Komering Ilir regency.
