Rehabilitation of the damage mangrove ecosystem was caused by land clearing ponds was should be our common concern, local governments should be able to persuade communities to not destroy mangrove forests. It can be done by invite the communities, especially the shrimp farmers to participate in rehabilitation of mangrove ecosystems through silvofishery system application. The study aims to: analysis for the application of bioengineering silvofishery based on condition of existing ponds. analysis of the perception of farmers and stakeholders. institutional analysis for the application of silvofishery system, economic and financial analysis for the silvofishery application. Data were collected through observation, interviews, discussions and questionnaires. The results showed that the revitalization of the pond with application of silvofishery system is very appropriate, because the construction of existing fish ponds have appropriated for the silvofishery application by empang parit tradisional model. This model could be achieved with the rehabilitation of 444.28 hectares mangrove area. All stakeholders have had better perception and agreed to preserve mangrove ecosystem and implement silvofishery system. Implementation of silvofishery system would be feasible to be implemented with the NPV= 61.413.353,86 (rupiah), Net value of B/C = 4,16; and the value of IRR= 92,67(%).Implementation silvofishery system will improve institutional performance, as it will fix the source of interdependence and institutional structures. Application systems can silvofishery systems can conducted among others by the way: a) promptly formed organizations Protected Forest Management Unit (KPHL) as an area manager, b) KPHL immediately implement forest governance activities include delineating activities and forest inventory, and c) KPHL will grant permission in the form of Utilization License Area (IUPK) for fishpond silvofishery system. this is to show the transfer of property righ as well as responsibility to the farmers.
