      Policy of Integrated and Sustainable Management of Limboto Lake

      Abstract
      This study was aimed to analyze (i) the existing condition of water at Limboto Lake and its water catchment area, (ii) the index and sustainability status of the multi-dimensional management of Limboto Lake, and (iii) formulate a designed policy of integrated and sustainable management of Limboto Lake. The research combined the method of survey system and an approach of system method. Data analysis was based on field observations, expert respondents and literary studies. For the first (i) objective, a descriptive analysis was used to compare the water quality resulting from measurement with the standard quality. Changes in land use were analyzed by using Geographical Information Systems (GIS) and comparatively described for the years of 2000, 2003, 2006, and 2009. For the second (ii) objective, the analysis used MDS and the third (iii) combined the analyses of legal review, stakeholders, and dynamic system models. The design was made by synthesizing the results of several analyzes that are presented in a flow chart. The results of the analyses indicate that the lake water can still support fish life, but it is not suitable for the basic need for drinking water. The management of Limboto Lake is not of sustainable status, with the index of 38.68. There are 20 stakeholders related to the integrated management of Limboto Lake, involving players, subjects and contest setter. The optimistic scenario indicates that the life time of the lake is until 2040. This study recommends the institutional formation of BKPEDL to ensure an integrated planning so that the development of Limboto Lake can be sustained.
