      Abstract
      Indonesian Agency for Agricultural Research (IAARD) has 200 selective products of innovation/invention, but only 13 inventions that had been commercialized by investors and 5 of them are maize hybrid invention. This study provides information to enhance commercialization on maize hybrid invention. Characteristic of maize hybrids invention is still require further development. Through a licensing partnership scheme, IAARD expected a symbiotic mutually beneficial for both, inventors and investors. Aim of this study is to analyze strategy on commercialization development of maize hybrid invention. This study use some methodology on how we concise strategy with Internal Factor Evaluation (IFE), matrix of External Factor Evaluation (EFE), Strengths Weaknesses Opportunities and Threats (SWOT), Quantitative Strategic Planning Matrix (QSPM) and Analytical Hierarchy Process (AHP). Results from input stage with matrix of IFE and EFE score (2.45;2,90), this means IAARD need to advance its strategy to handle the threat and optimized its opportunities. Observations on internal and external factors for matching stage through SWOT matrix analysis extracted 8 (eight) strategies that need to be developed are: (1) increase in human resource capability; (2) increase facility; (3) increase standardize varieties of invention which has to be New, Unique, Constant and Uniform; (4) develop some seed stock; (5) increase promotion and socialization efforts for IAARD’s invention; (6) establish strategic alliance with state-owned seed; (7) implementation of the pre-license; and (8) formulate the valuation of invention. Results from decision stage through QSPM show us that the highest total attractiveness score (TAS) is in strategy on formulate the valuation of invention (5.55). Highest weights obtained from Expert Choice 2000 software by synthesizing alternative strategy is also for strategy on formulate the valuation of invention (0.470), followed by the implementation of promotion (0.377) and implementation of pre-licensee (0.153). Both decisions stage on QSPM and AHP analysis showed us consistence answers by the resource persons and expert.
