Fishing vessel restructurization programme, developed by the Ministry of Marine and Fisheries (KKP) may open the bigger opportunity in developing ship building and ship repair industry in Indonesia. However there was still many problem faced by national shipyard, especially small scale shipyard, such as problem on the level of technology, economics, management companies, and competition that could affect the level of productivity of the shipyard. Likewise, shipyard named Koperasi Pegawai Negeri Dinas Perikanan (KPNDP) DKI Jakarta, which is located at Muara Angke. This shipyard focused on ship repair activities. The aim of this research were measuring shipyard productivity, identifying the factors affecting its productivity, identifying the preliminary step to improve productivity. The employed research method was case study while the analysis tool was Objective Matrix (OMAX) model. Based on observation, there were five indicator which can be measured i.e employees, machine operating time, actual working time, effective working time and absent of employees. Most of indicators reached score 3 and one of them even stable at score 10. Therefore, generally it can be stated that KPNDP was productive shipyard. Moreover, the preliminary step which should be act to increase productivity of repair activities in KPNDP was considering the employees absent, because the absent of employees had the highest grade which constituted 30%.
