      Optimization of The Utilization Fisheries Resource and Spat of Pearl Oyster Cultivation (Case Study: Semangka Bay of Tanggamus District).

      Abstract
      The aim of this research are to study the optimum of fishery resource, economic value of spat cultivation and policy optimal allocation the use of resource for fishing and aquaculture. The sampling method used snowball method and purposive sampling for fishermen and for the spat cultivators is a census method. Types of data collected in this study consisted of two sources of data are primary data and secondary data. Semangka Bay resource of Tanggamus District has not been optimally utilized. Actual economic value of fishing in this bay is Rp6.660,200,000.00. The optimal value fishery with a dynamic approach is Rp370,814,200,000.00 in which Sardinella (Sardinella spp.) production could be increased up to 80.01 percent, 12.16 percent Teleosts (Leiognathidae spp.), Anchovies (Stolephorus spp.) 12.16 percent and 5.32 percent Cuvier (Rastrelliger spp.). Actual economic value of spat cultivation based on number of cage units are as follows (1) Rp1,432,379,615,561.00 for 12,340 units (2) Rp1,708,633,661,842.00 for 9,255 units (3) Rp 1,984,887,708,123.00 for 6,170 units and (4) Rp2,208,756,465,239.00 for 3,670 units. Results of policy analysis and optimum utilization of fisheries in the Bay of Semangka cultivation is the cultivation of exploiting the potential of 25 percent or 109.15 ha.
