Analysis of Management and Assessment User Fee on Utilization of Lemuru Resources In Bali Strait.

Abstract

Lemuru resources in Bali Strait need special attention in resources management. The research calculation of optimum values consists of production level, number of effort, benefit value and rent of lemuru resources. Data were analyzed using the bio-economic analysis with the CYP, W-H, Schnute and Fox Algorithm models approaches. Purse seine is the main gear of lemuru utilization in Bali Strait. Purse seine used two boats in operational. At 1995-2010 periods the average of actual lemuru production was 30,086.63 tons per year and actual effort was 17,605 trips per year. The most appropriate estimation model of lemuru resources management was Schnute model, with the maximum production was 40,239.31 tons per year, and maximum effort was 11,512 trips per year. Value of resource rent tax was Rp 94,791 – Rp 192.511 per trip per unit purse seine.
