Kajian Pengelolaan Daerah Perlindungan Laut Berbasis Masyarakat di Pulau Pasi Kabupaten Kepulauan Selayar Sulawesi Selatan.
Abstract
Community based marine protected area is an alternative in coral reef management. The aims of this study are to reveal establishment and management process of community based marine protected area and effectiveness of institution management. The study conducted at Bontolebang Village on June 2010. The program is top-down management with initiated by government by involving community as a part of subject in managing the resources, however the success of management is still in progress. Effectiveness management of institution is showed by increasing coral cover by 2007 to 2010 and decreasing of destructive fishing practice. However role of institution failed to deal with the conflict of interest among stakeholders, especially in law enforcement where intruders come to practice by destructive fishing activities. Crisis of legitimacy within community, high intervention and socioeconomic inequity among actors involved in system are part of critical points of management. Pengelolaan daerah perlindungan laut (DPL) adalah salah satu alat alternatif pengelolaan terumbu karang. Penelitian ini bertujuan untuk menganalisis proses pembentukan dan penetapan DPL serta untuk menganalisis efektifitas lembaga pengelola. Penelitian dilakukan di Desa Bontolebang pada Juni 2010. Pengelolaan berbasis masyarakat umumnya digunakan sebagai alternatif pengelolaan sumberdaya yang bersifat lokal namun lebih diterima oleh masyarakat. Sebagai bagian dari program pengelolaan dan rehabilitasi terumbu karang (Coremap II), pengelolaan DPL berbasis masyarakat di Pulau Pasi (Desa Bontolebang Kecamatan Bontoharu Kabupaten Kepulauan Selayar) telah dilakukan sejak 2005.
