Salah satu masalah utama dalam pengembangan ekonomi masyarakat di Sumatera Barat adalah terbatasnya kemampuan usaha rakyat yang umumnya berbentuk industri kecil dan kerajinan rumah tangga untuk berkembang secara baik. Terbatasnya kemampuan industri kecil untuk berkembang juga tak terlepas dari peran aparat pemerintah yang ditugasi untuk peningkatan kapasitas industri kecil dan kerajinan rumah tangga tersebut. Untuk meningkatkan peran aparat pemerintah khususnya dalam lingkup pendidikan nonformal yang berimplikasi langsung kepada tingkat keberhasilan pembinaan industri kecil, maka perlu dilakukan penelitian secara mendalam dan komprehensif terhadap kompetensi dan kinerja Pamong Belajar dalam pembinaan pengrajin industri kecil. Penelitian ini bertujuan untuk: (1) mendeskripsikan karakteristik individu, diklat, pengembangan diri, lingkungan, kompetensi, dan kinerja Pamong Belajar di Provinsi Sumatera Barat; (2) mendeskripsikan profil usaha pengrajin industri kecil binaan Pamong Belajar di Provinsi Sumatera Barat; (3) menganalisis faktor-faktor determinan dan berpengaruh terhadap kompetensi dan kinerja Pamong Belajar dalam pembinaan pengrajin industri kecil di Provinsi Sumatera Barat; dan (4) merumuskan strategi pengembangan kompetensi dan kinerja Pamong Belajar dalam pembinaan pengrajin industri keci di Provinsi Sumatera Barat. The objectives of this research are: (1) to describe factors related to the Tutor’s competency and performance on guidance for small industrial craftsmen, (2) to describe profile of business of small industrial craftsmen and their perception to Tutor’s competency and performance, (3) to analyze factors related and influenced the Tutor’s competency and performance, and (4) to formulate strategy of Tutor’s competency and performance development on guidance for small industrial craftsmen in West Sumatera Province. The research was conducted in May-November 2009 at the Community Education Centre (SKB) in West Sumatera Province. The population were 124 Tutors who have completed life skills program since four years ago and 51 small industrial craftsmen under their guidance. Sampling process was by census procedure sampling for the Tutors and by random sampling for small industrial craftsmen. Data collection techniques were questionnaire, observation, in-depth interview, and documentary study. The statistical analysis used was descriptive, correlation, and structural equation model (SEM). The important results of this research showed the training for Tutor’s, self development for Tutor’s, and Tutor’ external environment was in medium category, Tutor’s competency was in medium category (score = 2,52) and Tutor’s performance also was medium category (score = 2,16). Tutor’s performance was lower than Tutor’s competency. The Tutor’s competency and performance were influenced directly by training (p = 0,29), by external environment (p = 0,26), and by self development (p = 0,17). The total effect of each factor that influenced Tutor’s competency and performance were external environment (p = 0,45), training (p = 0,34), and self development (p = 0,17). The strategy to improve the Tutor’s competency and performance on guidance for small industrial craftsmen were by: (1) developing to Tutor’s external environment, (2) better training program, and (3) extension of Tutor’s self development.
