      Abstract
      The background of this research is the importance of the process of delivering the information to the public so the data processing must be considered. The aims of this research are to analyze the system and pattern of data communication and information BMKG III to the public and to analyze the linkages of stakeholders in data and information needs. The method used to analyze the process of data communication and public information on BMKG III was to compare the actual state of the theory of the communication process. While the methods used for the analysis of the role and interests of stakeholders showed how stakeholders act against a relationship with an organization. Data and information services through several stages of which BMKG have an idea to convey the message meteorology, climatology, and geophysics. Ideas and these ideas set out in Law No 31 on Meteorology, Climatology, and Geophysics. The next stage BMKG turn ideas (the data) into information. The data have been collected, identified by type of data. Submission of data and information to the public can be through newsletters, the Internet, television, or radio. The service users (stakeholders) who have obtained information from BMKG can provide feedback in the form of tourists visiting information, research report, or suggestions and criticism of the performance of BMKG. Currently BMKG is considered weak in providing information services to the community. This is due to inadequate equipment and less innovative in expanding the reach of society.
       
      Latar belakang penelitian ini adalah pentingnya proses penyampaian suatu informasi sehingga pengolahan data harus diperhatikan. Tujuan dari penelitian ini yaitu menganalisis sistem dan pola komunikasi data dan informasi BMKG III kepada publik serta menganalisis keterkaitan stakeholders dalam kebutuhan akan data dan informasi. Metode yang digunakan untuk menganalisis proses komunikasi data dan informasi publik di BMKG III adalah membandingkan keadaan aktual dengan teori proses komunikasi. Sedangkan metode yang digunakan untuk analisis peran dan kepentingan stakeholders menunjukkan bagaimana tindakan stakeholders terhadap hubungan dengan suatu organisasi. Pelayanan data dan informasi BMKG melalui beberapa tahap diantaranya BMKG memiliki ide untuk menyampaikan pesan meteorologi, klimatologi, dan geofisika. Ide dan gagasan ini diatur dalam UU RI No 31 tentang Meteorologi, Klimatologi, dan Geofisika. Tahap selanjutnya BMKG mengubah ide (data) menjadi informasi. Data yang telah dikumpulkan, diidentifikasi menurut jenis datanya. Penyampaian data dan informasi kepada masyarakat dapat melalui buletin, internet, televisi, ataupun radio. Para pengguna jasa (stakeholders) yang telah mendapatkan informasi dari BMKG dapat memberikan umpan balik berupa laporan penelitian, informasi kunjungan wisatawan, ataupun saran serta kritik terhadap kinerja BMKG. Saat ini BMKG dinilai lemah dalam memberikan layanan informasi kepada masyarakat. Hal ini disebabkan kurang memadainya peralatan dan kurang inovatif dalam memperluas jangkauan masyarakat.
