The Impact of Economic Growth, Income Inequality, and Unemployment on the Poverty Rate in Districs of Coastal Communities Economic Empowerment Recipient

Reducing poverty is one of the government objective in the coastal region. The government is implementing some programs to achieve this goal by raising up the social welfare of the poorer. To accelerate the goal, the Ministry of Marine and Fisheries Affairs of the Republic of Indonesia is implementing PEMP, means an economic empowerment program in the coastal region. The purpose of this study is to analyse whether this program has an impact on economy, inequality, and unemployment as well as the indirect effect on the poverty reduction. Using static panel data model, the result shows that the PEMP has a significant and positive impact on per capita GDRP as well as a significant impact on reducing the inequality. Thus, the PEMP program is one way to reduce the poverty on the coastal region. Secara umum, pembangunan perikanan dan kelautan pada masa lalu kurang mendapat perhatian dari pemerintah sehingga wajar apabila masyarakat pesisir sering diidentikkan sebagai masyarakat miskin, terbelakang dan termarjinalkan. Wilayah pesisir memiliki potensi sumberdaya alam yang berlimpah, namun masyarakatnya masih menerima warisan kemiskinan karena sektor tersebut masih terpinggirkan oleh kebijakan yang terpaku pada tanah daratan (Widodo, 2000). Sebagai faktanya, nelayan Indonesia masih tergolong masyarakat termiskin dengan pendapatan per kapita perbulan sekitar 7-10 dollar AS (Fauzi, 2009). Kabupaten/kota di Indonesia sebagian besar berada di wilayah pesisir yaitu sebanyak 307 kabupaten/kota pada tahun 2009 atau sebesar 65,18 persen dari 471 total kabupaten/kota. Mayoritas jumlah penduduk berada di wilayah pesisir yaitu sekitar 145,92 juta jiwa atau sebesar 63,2 persen dari sekitar 230,87 juta jiwa penduduk Indonesia di tahun 2009. Banyaknya penduduk di wilayah pesisir membawa konsekuensi konsentrasi penduduk miskin terbanyak berada di kabupaten/kota pesisir. Hasil Susenas 2009 menunjukkan bahwa dari sekitar 31,76 juta jiwa penduduk miskin, sebanyak 21,36 juta jiwa atau 67,3 persen berada di kabupaten/kota pesisir.
