      Abstract
      This study aimed to analyze the suitability of Levun Bay area, for mariculture to determine the optimal resources used, to analyze business feasibility, and to analyze the policy of the priority in developing aquaculture commodity. The research result showed that suitability classification of the bay area for grouper fish culture belonged to a suitable class with a value of 57.1, and the seaweed culture was considered as a very suitable class with a value of 67.2. Based on supporting capacity consideration, the optimum area of cultivation for grouper fish was 150.42 ha and for seaweed was 254.00 ha. The business feasibility analysis of kerapu fish and seaweed cultivation revealed that both businesses are feasible to be developed because the NPV, Net B/C and IRR met the feasibility criteria. The policy analysis of commodity development priority based on the result of AHP indicate that the seaweed aquaculture value of 0.598 and the grouper aquaculture of 0.402, therefore seaweed aquaculture should be given priority to be developed.
       
      Luas kawasan Teluk Levun sebesar 463,38 ha dan luas kawasan yang baru dimanfaatkan sebesar 2,36 ha. Kendala yang dihadapi antara lain; prasarana dan sarana yang digunakan belum memadai, kualitas sumberdaya manusia (pembudidaya) relatif masih rendah, kondisi ini dicirikan dengan manajemen yang lemah dan ketrampilan yang rendah sehingga lambat dalam menyerap teknologi. Sebagian besar unit usaha terkonsentrasi pada perairan yang menjadi hak ulayat, selain itu, kurangnya modal untuk memperluas area usaha budidaya yang dijalani. Penelitian ini bertujuan; (1) menganalisis kesesuaian luasan kawasan Teluk Levun untuk pengembangan budidaya ikan kerapu dan budidaya rumput laut (2) menentukan daya dukung luasan yang optimal untuk budidaya ikan kerapu dan rumput laut, sebagai dasar dalam menyusun arahan perluasan dan pengembangan kawasan teluk secara berkelanjutan (3) menganalisis kelayakan usaha budidaya ikan kerapu dan budidaya rumput laut (4) menganalisis kebijakan prioritas pengembangan komoditas budidaya perikanan di kawasan Teluk Levun.
