      Abstract
      The Economic Empowerment Program for Coastal Communities (of the Economic Empowerment Program for Coastal Communities on Empowerment of Fishers Groups in North Moluccas Province. Under supervision SITI AMANAH and PANG S. ASNGARI. Key words: PEMP) was one program that aimed to improve coastal community welfare. Coastal community in North Moluccas was community group participated in the PEMP. PEMP had been implemented by Ministry of Marine and Fisheries Affairs since 2000 in 289 district/municipality. However, the impacts of the program varied from one places to another. There were a number of issues related to the achievement of the a includes the facilitation roles. This study aimed to analyse the role of facilitation by the facilitators of the PEMP program, to know the level of participation, and analyze the relationship between facilitation process and level of group member participation into PEMP program in North Moluccas Province. The research sites were three districts in North Moluccas Province. Survey method was used to collected data from 120 respondents. Sample respondents were selected randomly from 24 fishers groups. Data were analyzed descriptively and correlation analyses. From the research, it was found that the facilitators had not performed their facilitation properly, the level of group member participation to the PEMP was limited in implementation levels and utilization levels. There was a positive significant correlation between the role of facilitators and the group member participation.
