      Abstract
      Forests plantation can fulfill many of productive and protective roles of the natural forest. When they are adequately planned, forests plantation can help stabilize and improve the environment. Cepu Teak Forest District has been managed by Perum Perhutani. Perum Perhutani use their forest management based on yield management methodologies that combine considerations of the area felled and volume felled each year. The aim of the yield management is to manage harvests, so that total yield is consistent over time. Efforts have been made to ensure that the volume harvested (harvest quota) remains constant every year. Shifting political dynamics, economic difficulties and land use pressures in Indonesia have created a social context in which the implementation of sustainable forest management has been exceedingly difficult. In the case of Cepu Forest District, the social unrest and it's manifestations of timber theft, civil disobedience and violence has lead to hostage situation and injuries. Timber theft is over 200% of annual allowable cut. With the advent of computers and geographic information systems (GIS) in particular, spatial forest inventories are now collected and stored in digital form facilitating updating and providing the ability to transform these data into a variety of prescriptive and/or descriptive map and tabular output products. Forest management planning requires forecasting the condition of the forest relative to planned management activities. With a GIS we can determine the future of a forest based on different conditions and management scenarios.
