Kajian konflik lahan di kawasan Taman Nasional Gunung Leuser: studi kasus Desa Lawe Mamas dan Desa Jambur Lak-lak STPN wilayah IV Badar BPTN wilayah II Kutacane, Aceh Tenggara
Abstract
Gunung Leuser National Park (TNGL) is one source of life support to accomplish the needs of the community. The rate of significant population growth and development of the cocoa plant that has a high price increase of land use which caused reduced the forest area. On the other hand, managers have an obligation to maintain the forest area in terms of sustainability, as well as the extent of areas which impact on the conflict between forest managers and the people living surrounding the forest. Publication of Act N0 11 of 2006 on Acehnese government actually gives a new color in TNGL management, the establishment of the Leuser Ecosystem Management Agency (BP-KEL), a similar role with the Great Hall of the Gunung Leuser National Park (BBTNGL) makes the administration and coordination becomes difficult. The issue of conflicts in TNGL region is related to forest demarcation, encroachment areas, lack of coordination between agencies, lack of awareness and economic of community around the forest as well as a protracted social conflict. Being conflicts closed 23%, 60% have been sticking surface and 17% had an open conflict. The problem of land conflicts caused by land clearing in 43% cacao tree planting is now being occupied forest villagers. Settlement of land conflicts that occurred in the area TNGL 50% done by mediation, this caused by society is still high to support deliberation and the principle of kinship. In dealing with the conflict parties in involve 76% is the security forces such as military and police was caused influence of social conflicts that occurred in the area of Aceh which took place in a long time.
