Abstract
Declining of working interest in agricultural sector is affecting the land carrying capacity which is calculated based on the region's land availability compared with the region's population needs of land. The regional development with the establishment of infrastructure needs a proper land management to synergize the land utilization thus resulting in sustainable development. The research shows that in one year (2008) there are deficiencies in the needs of agricultural labor in two subdistrict: Kota subdistrict and Jekulo subdistrict in January to September. In Pebruary and October, Kaliwungu subdistrict, Kota subdistrict and Jekulo subdistrict and in December Kota Subdistrict are deficiencies in the needs of agricultural labor deficiencies in the needs of agricultural labor. Based on the land carrying capacity calculation, there is surplus in one subdistrict that is Dawe subistrict while the other eight subdistricts are deficits in their land carrying capacity. Agricultural labor availability do not give significantly different effect on land carrying capacity. Undaan, Mejobo, Jekulo, Gebog and Dawe subdistricts are agricultural basis region with the value of LQ> 1. Agricultural sector is significantly growing in Mejobo subdistrict. The Skalogram calculation resulting in Kota subdistrict is included in Hierarchy I, Bae and Jati subistricts are in Hierarchy II, while Dawe, Gebog, Jekulo, Kaliwungu, Mejobo and Undaan subdistricts are in Hierarchy III. The analysis result between the farm income and the factors affecting it shows that the pattern of irrigation, benefits, and cropping patterns are significantly affecting farm income. While the labor's origin between inside or outside the region has no significant effect. Variables of the agricultural labor availability, land carrying capacity and territory hierarchy do not give a significantly different effect on the subdistrict's agricultural sector GDP. Land carrying capacity must be considered in the regional development because it will determine the development sustainability.
