Analisis kinerja pembangunan daerah dan persepsi masyarakat terhadap pemekaran wilayah
Abstract
Proliferation of new district to form new autonomous region since the enforcement of regional autonomy has experienced significant accretion. Recently, evaluation and feedback received from academia, politicians, government and the society, relating to the performance of regional development that have not been in accordance with its objectives as required in the regulation 129/2000 and the benefits of proliferation new district has not been evenly distributed to the public. The objectives of this study are: (1) analyze the performance of regional development after the splitting of the East Halmahera district, (2) analyze the aspirations and perceptions of communities about the benefits and the distribution of the benefits of region expansion of the East Halmahera District, (3) analyze factors that influence people's perceptions about the division region. The results show the performance of regional development after the splitting of the East Halmahera Years 2005-2009 is in upward trend. Compared with the parent (Central Halmahera) in the same year, the performance of regional development of East Halmahera is still in better position. Aspects in public aspirations that considered important are the economic, physical and social politics. Public perceptions on socio-political aspects of regional divisions are very diverse physically and economically. On the sociopolitical aspects, some people thought that public services and public participation increased, while employment opportunities, access to resources and law enforcement has not increased. On the physical aspect, most people thought that public and social facilities have not yet increased. For the economic aspect, some people thought that the agricultural sector, fisheries, forestry and mining has not increased and only the construction sector and trade that have increased. Benefits of regional divisions have not been evenly distributed to the public. Most of the benefits are distributed to local governments, large employers and other people (immigrants). Factors that affect (influence) the public perception is gender, ethnic origin, education, main occupation and position in society.
