Analisis perubahan ruang terbuka hijau dan strategi pengembangannya di Kota Bandar Lampung:
Abstract
Development of Bandar Lampung City has the great influenced to the land use changes. Land use conversion commonly happen on Green Open Space (GOS) into other usages. The aims of this research are : (a) to identify GOS change in Bandar Lampung City along the year 2000-2007; (b) to identify GOS needed base on regulation of spatial planning (UU No 26/2007) and number of population; (c) to identify center of GOS change into built up area related to the regional development and the factors that affected the change; (d) to identify divergency of GOS change in RTRW (Public Document of Regional Planning); and (5) to find the strategy to maintain and develop GOS. This research was conducted by Landsat analysis using Geographic Information System (GIS) and combined with Location Quotient Analisys (LQ) to analize GS change. Scalogram and regression analysis used for analize the regional development and the factors that affected the GOS change. The result showed that forest, mixed dry farming, plantation and paddy field decrease of 1.449 Ha (7.35%) in 7 years, since year 2000 to 2007. Meanwhile, built up area increase to 1.218 Ha (6,19%). Based on UU No 26/2007, availability of GOS in Bandar Lampung City are still sufficient (> 30%), it’s about 61.40% (12.110 Ha) from the total area of the city. Analysis of GOS needed based on area found that in subdistrict level at Tanjung Karang Pusat and Kedaton subdistrict insufficient GOS. Based on standard for number of population, Tanjung Karang Pusat, Kedaton and Teluk Betung Selatan subdistrict still in below standard. The changes center of GOS in Bandar Lampung City happen in 63 villages, which are distributed in hierarchy III 79,57 % villages, hierarchy II 16,60% village, and hierarchy I 3,83% village. There are 2 factors that affected GOS change, one is village development index and another is number of population. Land use change from GOS and protection area into built up area was found as deviation of RTRW. The strategy to maintain and to develop GOS depend on the availability and the problem that occur with GOS, so GOS can be developed optimally.
