Competition and increasing needs in land utilization, either for agriculture land or for non-agriculture land claims thought in decision making to manage land resource utilization. Therefore the spatial data availability of land resources is one of needed basic information by planners for agriculture development. The planners need information about which area can be opened up for agriculture development, especially to extent agriculture land for paddy and maize. Further the spatial information can be used to analyze quantitatively of food production and food availability. Actually the current system provides tools for processing spatial data. But the system has limitation for integrating spatial information with decision maker’s preferences and expert knowledge into spatial based decision making process. This study was intended to develop a system prototype which integrates Geographic Information System (GIS) and Multi Criteria Decision Analysis (MCDA) to support spatial based decision making. The objective of this research was to develop a conceptual design and a prototype of a spatial decision support system for identification of potential land for food production particularly for paddy and maize. The system prototype was developed by following System Development Life Cycle procedures that was system analysis, system design, system construction, and system implementation.
