      Abstract
      Aktivitas pertanian di daerah tangkapan air (DTA) menimbulkan erosi yang mengakibatkan degradasi lahan dan sedimentasi waduk. Eksternalitas negatif tersebut seringkali tidak disadari oleh masyarakat yang mengelola lahan di DTA. Informasi biaya eksternalitas erosi belum tersedia, padahal informasi tersebut sangat diperlukan untuk menyusun kebijakan pembangunan daerah aliran sungai (DAS) yang berorientasi hulu-hilir. Dalam kerangka kerja pendekatan sistem dan optimasi dinamik, penelitian ini bertujuan membangun model optimasi dengan menyatukan sub-sistem hulu waduk dan sub-sistem ekologi bendungan-waduk sebagai satu kesatuan unit pengambil keputusan; serta mengestimasi nilai ekonomi lapisan tanah dan air waduk. Pemecahan problem optimasi didasarkan pada: (1) perumusan diskrit dengan periode perencanaan jangka waktu tertentu, (2) fungsi tujuan aditif, yaitu memaksimumkan nilai sekarang manfaat sosial bersih dari kedua sub-sistem, (3) paket pola tanam sebagai variabel keputusan, (4) ketebalan lapisan tanah dan kapasitas tampungan waduk sebagai kendala transisi.
       
      Agricultural activities in the catchment area caused erosion which is resulting land degradation and reservoirs sedimentation. This negative externalities was unrealized for society by whom cactchment area managed. Information of erosion externality cost is not yet available, which usefull to conceived policy in the basin system development process with upstream- downstream paradigm. In the system approach and dynamic optimization framework, the aims of this study is to develop optimization model with unifying the reservoir upstream sub-system and the dam-reservoir ecological sub-system as a unity decision maker, also estimate economics value of soil depth and reservoir water. Optimation problem solving is based on: (1) the discrete-time formulation with finite horizon problem, (2) additive objective function, which is maximizing the present value of net social benefit from both sub-system, (3) cropping pattern as decision variable, (4) both of soil depth and reservoir storage capacity as state variable.
