dc.description.abstractThe community development is a part of community developing effort, which is an effort that is consciously and continuously carried out, aiming for a more positive and advance alteration in community, by means of developing the community’s potential and changing the negative community behaviour right until the community can independently stand on their own. The community development can not be run partially. Instead, it has to be done camprehensively and the responsibility should be carried on the back of many parties, including the government, NGOs (Non‐Government Organization), government agencies, private agencies, etc. In the era of openness and transparency, the roles of government nowadays and in the future in development are merely as the regulator, facilitator, dinamisator, stabilisator and stimulator. Those roles are emphasizing on the effort of independency that demands the participation, initiative and creativity of the community itself, without any further interference and intervention from the government, which might possibly put out the community effort to achieve independency. In other words, the strategy of community development should cover: (a) participation, (b) independency and (c) partnership.id
