Impact of private land rehabilitation fund on income and regional economy in garut district
Abstract
The District of Garut, West Java Province, had 69 115 hectares of unproductive and critical private lands in the year of 2006. The private land rehabilitation activitiy has been implemented every year eventhough its rehabilitation rate is even lower compared to the rate of such critical land formation. During the period of 1995-2004, about 4 200 hectares of critical lands had been formed every year. On the other side, the average of land rehabilitation financed by the government were only 2 500 to 3 500 hectares. Improvements on the process of provision and chanelling of government funds have been done in order to have an effective private land rehabilitation in accordance with the objectives.The farmer productivity improvements, provision of economic benefit to the owner of lands, and regional economy support are the private land rehabilitation objectives. This study was intended to answer the question: How to improve knowledg e and perception on private land rehabilitation program assisted by the government funds in order to have a change towards land productivity improvement a nd provide an optimal economic benefit to the owner of lands. The analysis tools for this study were Social Accounting Matrix, Structural Equation Model, and Benefit Cost Analysis.
