Tingginya intensitas operasional kapal di PPSNZJ menuntut tersedianya sistem pengelolaan sampah dan fasilitas penerimaan yang memadai sesuai ketentuan Annex V. Kondisi eksisting menunjukkan bahwa aspek operasional dan pencatata belum terintegrasi secara sistematis untuk menjamin keterlacakan limbah dari kapal hingga pengelolaan akhir sesuai prinsip PRF, sehingga memerlukan evaluasi menyeluruh terhadap efektivitas dan kesiapan sistem. Penelitian ini bertujuan mengidentifikasi sumber dan estimasi timbulan sampah, menganalisis kinerja sistem pengelolaan serta kapasitas fasilitas penerimaan, mengevaluasi kesesuaiannya terhadap standar minimum PRF, dan merumuskan strategi pengembangan bertahap yang realistis. Pendekatan deskriptif kuantitatif dan kualitatif digunakan melalui observasi, wawancara, serta analisis dokumen operasional dan regulasi. Hasil menunjukkan bahwa sistem pengumpulan dan pengangkutan sampah telah berjalan, serta fasilitas penyimpanan sementara tersedia, namun masih terdapat keterbatasan pada aspek pemilahan berbasis sumber, pencatatan melalui GRB, dan mekanisme serah terima formal yang terdokumentasi. Strategi pengembangan diarahkan pada penguatan tata kelola dan prosedur operasional, standarisasi mekanisme serah-terima dan pencatatan sampah kapal, serta integrasi sistem administrasi dan pengawasan guna mendukung pengelolaan pelabuhan yang efektif dan berkelanjutan. The high intensity of vessel operations at PPSNZJ necessitates the availability of an adequate waste management system and reception facilities in accordance with the provisions of Annex V. Existing conditions indicate that operational and documentation aspects have not yet been systematically integrated to ensure the traceability of ship generated waste from vessel to final treatment in accordance with the principles of PRF. This condition requires a comprehensive evaluation of system effectiveness and readiness. This study aims to identify waste sources and estimate waste generation, analyze the performance of the management system and the capacity of reception facilities, assess compliance with minimum PRF standards, and formulate realistic and gradual development strategies. A descriptive quantitative and qualitative approach was employed through observation, interviews, and analysis of operational and regulatory documents. The results indicate that waste collection and transportation systems are already in place and that temporary storage facilities are available. However, limitations remain in source-based waste segregation, the implementation of garbage record book, and the absence of formally documented waste handover mechanisms. The proposed strategy emphasizes governance strengthening, standardization of waste handover and recording procedures, and integration of administrative and monitoring systems to support effective and sustainable port waste management.
