Strategi Pengembangan Produksi Kedelai di Kabupaten Ponorogo Jawa Timur

Kedelai merupakan komoditas pangan strategis yang berperan penting dalam
mendukung ketahanan pangan nasional, namun pengembangannya masih
menghadapi berbagai kendala. Kabupaten Ponorogo, Jawa Timur, memiliki potensi
sumber daya alam dan kelembagaan yang mendukung pengembangan komoditas
kedelai. Penelitian ini bertujuan untuk mengidentifikasi faktor lingkungan internal
dan eksternal yang memengaruhi pengembangan kedelai serta merumuskan strategi
pengembangan yang sesuai dengan kondisi daerah. Penelitian menggunakan
pendekatan deskriptif kualitatif dengan analisis SWOT. Data diperoleh melalui
observasi, wawancara, kuesioner, dan studi pustaka. Hasil penelitian menunjukkan
bahwa pengembangan kedelai didukung oleh ketersediaan lahan, kondisi
agroklimat yang sesuai, kelembagaan petani, dukungan pemerintah, dan potensi
pasar lokal, sementara kendalanya meliputi keterbatasan modal, fluktuasi harga,
serangan hama, keterbatasan teknologi, dan minimnya pengolahan pascapanen.
Berdasarkan analisis SWOT, strategi pengembangan diarahkan pada optimalisasi
potensi lahan dan iklim, penguatan kelembagaan petani, pemanfaatan dukungan
pemerintah, pengembangan kemitraan industri, dan optimalisasi pasar lokal. Soybean is a strategic food commodity that plays an important role in
supporting national food security; however, its development still faces various
challenges. Ponorogo Regency, East Java, has potential natural resources and
agricultural institutions that support soybean development. This study aims to
identify internal and external environmental factors affecting soybean
development and to formulate appropriate development strategies based on local
conditions. This research employed a qualitative descriptive approach using
SWOT analysis. Data were collected through field observations, interviews,
questionnaires, and literature review. The results show that soybean development
in Ponorogo is supported by land availability, suitable agroclimatic conditions,
farmer institutions, government support, and strong local market potential.
Meanwhile, the main constraints include limited capital, price fluctuations, pest
and disease attacks, limited use of technology, and minimal post-harvest
processing. Based on the SWOT analysis, development strategies are directed
toward optimizing land and climatic potential, strengthening farmer institutions,
utilizing government support, developing partnerships with agro-processing
industries, and optimizing local markets.
