      Abstract
      Karakteristik perbankan syariah adalah pengutamaan penyaluran pembiayaan ke sektor riil. Namun, pertumbuhan aset perbankan syariah nasional saat ini belum optimal dalam menyerap dana menganggur sebesar Rp10,35 triliun ke sektor riil tersebut. Penelitian ini bertujuan menganalisis determinan Financing To Deposit Ratio (FDR) serta menguji heterogenitas respon antara bank syariah milik pemerintah dan swasta menggunakan metode regresi data panel 13 Bank Umum Syariah periode 2022Q3–2025Q2. Hasil model agregat menunjukkan NPF, ROA, BI-Rate, Inflasi, dan GDP berpengaruh signifikan terhadap FDR, sedangkan CAR tidak signifikan. Temuan utama mengungkapkan adanya perbedaan respon perilaku; bank syariah swasta lebih sensitif terhadap risiko (NPF) dan pertumbuhan ekonomi (GDP) dibanding bank syariah pemerintah. Hal ini mengonfirmasi penerapan Agency Theory pada bank pemerintah sebagai agen pembangunan. Implikasi penelitian menyarankan Otoritas Keuangan untuk menerapkan kebijakan likuiditas tertarget berdasarkan karakteristik kepemilikan bank, guna memastikan dana menganggur Rp10,35 triliun terserap secara produktif oleh sektor riil.
       
      The fundamental characteristic of Sharia banking is the prioritization of financing to the real sector. However, the current growth of national Sharia banking assets has not yet optimally absorbed idle funds of IDR 10.35 trillion into the real sector. This research aims to analyze the determinants of the Financing to Deposit Ratio (FDR) and examine the response heterogeneity between governmentowned and private Sharia banks using panel data regression on 13 Sharia Commercial Banks for the 2022Q3–2025Q2 period. The aggregate model results show that NPF, ROA, BI-Rate, Inflation, and GDP significantly influence FDR, while CAR is insignificant. The primary findings reveal behavioral differences; private Sharia banks are more sensitive to risk (NPF) and economic growth (GDP) than government Sharia banks. This confirms the application of Agency Theory in government banks as development agents. The research implications suggest that the Financial Authority implement targeted liquidity policies based on bank ownership characteristics to ensure the IDR 10.35 trillion in idle funds is productively absorbed by the real sector.
