Tata Kelola Rantai Nilai Produk Otak-Otak Bandeng di Kabupaten Lamongan
Abstract
Penelitian ini bertujuan memetakan rantai nilai otak-otak bandeng serta mengidentifikasi tipe tata kelola rantai nilai di Kabupaten Lamongan. Penelitian menggunakan data primer melalui wawancara dengan 55 petambak, 3 pengepul, dan 9 pengolah menggunakan pendekatan snowball dan convenience sampling. Hasil penelitian menunjukkan terdapat dua pola aliran produk, yaitu aliran langsung dari petambak ke pengolah dan aliran melalui pengepul. Pergerakan volume bandeng berbeda antar pelaku, dipengaruhi oleh skala usaha, musim, dan permintaan pasar. Dari sisi tata kelola, hubungan antar pelaku masih bersifat informal dengan pengolah sebagai pelaku utama, berlangsung berdasarkan langganan, komunikasi langsung, dan kepercayaan yang terbentuk dari transaksi jangka panjang. Dengan demikian, tata kelola rantai nilai otak-otak bandeng berada pada kategori relational yang ditandai oleh ketergantungan yang seimbang, dokumentasi yang rendah, serta koordinasi yang berjalan tanpa ikatan kontrak. Relational governance ini terbentuk dari kebutuhan ekonomi pelaku yang berkembang menjadi kepercayaan melalui interaksi berulang, diperkuat oleh tacit knowledge dari pengalaman praktis. Namun, tata kelola ini memiliki kelemahan berupa sulitnya pembiayaan, ketergantungan personal, serta hambatan upgrading. This study examines the otak-otak bandeng value chain and identifies its governance structure in Kabupaten Lamongan. Primary data were collected through interviews with 55 milkfish farmers, 3 collectors, and 9 processors using snowball and convenience sampling techniques. The findings reveal two main product flow patterns: a direct channel linking farmers and processors, and an indirect channel mediated by collectors. The volume of milkfish circulating within the chain differs across actors and is shaped by business scale, seasonal conditions, and market demand. In terms of governance, interactions among actors are predominantly informal, with processors playing a central role in coordinating the value chain. These interactions are sustained through long-term trading relationships, direct communication, and trust developed through repeated transactions. Based on these characteristics, the otak-otak bandeng value chain is governed by a relational governance structure, characterized by relatively balanced interdependence, limited formal documentation, and coordination in the absence of formal contractual arrangements. This governance structure emerges from the economic interdependence of actors and gradually evolves into trust-based relationships supported by tacit knowledge. Nevertheless, such governance also entails several limitations, including restricted access to financing, dependence on personal relationships, and constraints on upgrading and market expansion.
