      Abstract
      Kabupaten Cilacap dan Kabupaten Brebes merupakan dua wilayah pesisir yang memiliki ekosistem mangrove penting dalam menjaga keseimbangan ekologi sekaligus mendukung kehidupan sosial-ekonomi masyarakat. Penelitian ini menunjukkan bahwa kedua wilayah memiliki karakteristik ekologi dan sosial yang berbeda, sehingga memerlukan pendekatan rehabilitasi yang integratif dan kontekstual. Dari aspek ekologi, Cilacap memiliki ekosistem mangrove yang lebih luas dan beragam dengan dominasi spesies Rhizophora spp., Avicennia spp., dan Sonneratia spp. serta dukungan lingkungan seperti estuari dan laguna. Dari sisi sosial-ekonomi, masyarakat di kedua wilayah sangat bergantung pada sumber daya pesisir, namun tingkat kesadaran dan keterlibatan masyarakat dalam kegiatan rehabilitasi lebih menonjol di Cilacap. Analisis terhadap indeks kesehatan ekosistem mangrove menunjukkan bahwa Kampung Laut mencatat nilai tertinggi dalam aspek ekologis (MEI), sedangkan Cilacap Utara unggul dalam aspek sosial (MSI) sekaligus memiliki nilai keseluruhan tertinggi pada MEHI. Ini mencerminkan keberhasilan pengelolaan berbasis keseimbangan antara ekologi dan sosial. Analisis spasio-temporal tutupan mangrove memperlihatkan bahwa Kaliwlingi mengalami peningkatan signifikan pasca 2019, sedangkan Sawojajar menunjukkan dinamika fluktuatif. Di pesisir Cilacap, Cilacap Tengah memiliki kondisi paling stabil, sementara Kampung Laut dan Cilacap Utara mengalami penurunan tutupan dalam beberapa tahun terakhir. Melalui pendekatan Eisenhower Matrix, Kampung Laut dan Cilacap Utara dikategorikan pada tingkat MRI dan MEHI sedang, menandakan adanya hasil positif meskipun belum optimal. Hal ini membuka peluang untuk perbaikan dengan strategi pengelolaan yang lebih adaptif dan kolaboratif. Dari analisis jaringan sosial-ekologis, Brebes menonjol dalam kegiatan penanaman mangrove sebagai aktivitas utama dengan dukungan kolaborasi aktor yang kuat. Di sisi lain, Cilacap menunjukkan pemanfaatan mangrove sebagai node utama, dengan tingginya partisipasi masyarakat dalam menjaga kelestarian ekosistem. Ekosistem mangrove di Cilacap berperan penting tidak hanya secara ekologis, tetapi juga sebagai penghubung sosial yang menguatkan hubungan antara konservasi dan kesejahteraan masyarakat. Secara keseluruhan, penelitian ini menekankan pentingnya pendekatan sosial-ekologis dalam rehabilitasi mangrove dan mendorong penguatan kolaborasi antar pemangku kepentingan guna mencapai keberlanjutan ekosistem mangrove di wilayah pesisir
       
      Cilacap and Brebes Regencies are two coastal regions with mangrove ecosystems that play a crucial role in maintaining ecological balance while supporting the socio-economic livelihoods of coastal communities. This study reveals that both areas possess distinct ecological and socio-economic characteristics, requiring an integrative and context-specific rehabilitation approach. From an ecological perspective, the Cilacap coastline has a broader and more diverse mangrove ecosystem, dominated by Rhizophora spp., Avicennia spp., and Sonneratia spp., and is supported by stable water conditions and the presence of other coastal habitats such as estuaries and lagoons, which enhance biodiversity. Socio-economically, communities in both regions rely heavily on coastal resources, especially fisheries, aquaculture, and mangrove-based ecotourism. However, awareness and community involvement in mangrove rehabilitation are more prominent in Cilacap. Analysis of the Mangrove Ecosystem Health Index indicates that Kampung Laut achieved the highest score in ecological aspects (MEI), while North Cilacap stood out in social aspects (MSI) and also recorded the highest overall score (MEHI). This reflects successful management based on a balanced ecological and social approach. Spatio-temporal analysis of mangrove cover revealed varied dynamics across the study sites. In Kaliwlingi, there has been a significant increase in mangrove cover since 2019, while Sawojajar experienced more fluctuating and unstable conditions. In the Cilacap coastal area, Central Cilacap shows the most stable mangrove condition, whereas Kampung Laut and North Cilacap have experienced a declining trend in recent years. Using the Eisenhower Matrix approach, both Kampung Laut and North Cilacap are categorized as having moderate MRI and MEHI scores. This suggests that while rehabilitation efforts have yielded positive outcomes, they are not yet optimal. Nevertheless, these areas still hold considerable potential for improvement through more adaptive and collaborative management strategies.The social-ecological network analysis highlights key differences in mangrove management dynamics between Brebes and Cilacap. In Brebes, mangrove planting activities hold the highest degree centrality, indicating that they are the core component of coastal sustainability efforts, supported by strong collaboration among stakeholders, including communities, government bodies, and non-governmental organizations. Conversely, in Cilacap, mangrove utilization emerged as the most central node, reflecting a strong community dependence on mangroves and active participation in conservation efforts. Overall, this study underscores the importance of adopting a social-ecological approach to mangrove rehabilitation and emphasizes the need to strengthen stakeholder collaboration to achieve sustainable mangrove ecosystem management in coastal areas
