Strategi Pemerintah Kota Tangerang Selatan untuk Meningkatkan Peran Serta Pelaku Usaha Mikro dan Kecil dalam Pengadaan Barang/Jasa Pemerintah melalui E-Katalog
Abstract
Public Procurement of Goods and Services is a critical government function with significant implications for economic development. Presidential Regulation No. 12 of 2021 mandates that at least 40 percent of public procurement expenditure be allocated to Domestic Products (PDN) and MSE products, while also increasing the contract value thresholds accessible to micro and small enterprises (MSEs) to expand their opportunities to absorb government spending.
Despite these policy interventions, the realization of procurement spending for MSEs remains below expectations. To address this gap, the National Public Procurement Agency (LKPP) has promoted the use of e-procurement through the e-katalog. In South Tangerang City, procurement transactions for MSEs through the e-katalog reached IDR 508 billion. However, only IDR 406 billion (21,17% of the allocated MSE budget) was absorbed by local MSEs. This outcome indicates the still limited participation of local MSEs, reflecting the low effectiveness of implementing mandatory budget allocations for MSEs. It also signals the presence of barriers in the supplier selection process, limited readiness of MSE actors, and weak decision-making capacity among procurement officials.
This study aims to identify the key barriers limiting local MSE participation in public procurement through the e-katalog from the perspective of the government as the procuring entity. Specifically, the study seeks to (1) map the constraints that limit MSE participation from the government’s perspective, (2) identify the key inhibiting factors from the government side, and (3) formulate strategic recommendations to enhance MSE participation in government procurement through the e-katalog. This study employs both primary and secondary data. Primary data were collected through Likert-scale questionnaires distributed to e- katalog procurement officials in South Tangerang City using purposive sampling and complemented by interviews with expert informants. Secondary data were obtained from publications issued by the LKPP, the South Tangerang City Government, and relevant literature. Data analysis was conducted using descriptive analysis, Importance–Performance Analysis (IPA), and expert interviews.
The findings reveal eleven barriers to MSE participation, with two priority issues requiring immediate corrective action: the tendency to prioritize the lowest- priced enterprises over MSEs within MSE-designated e-katalog categories, and contract implementation processes that do not adequately accommodate MSE capabilities. Based on these findings, the study recommends three strategic interventions: (1) systematic documentation of justifications for supplier selection in the e-katalog, (2) targeted improvements and adjustments to the e-katalog application, and (3) acceleration of integrated payment mechanisms to improve transaction efficiency and certainty for MSEs.
