      Pengaruh Dana Desa terhadap Pembangunan Desa di Provinsi Jawa Timur Tahun 2019-2023

      Abstract
      Pembangunan daerah merupakan aspek penting dari pembangunan nasional, sehingga keduanya tidak bisa dipisahkan dan harus saling mendukung untuk mencapai tujuan pembangunan. Dalam pelaksanaannya, terdapat kondisi tidak ideal dalam mencapai tujuan pembangunan, seperti rendahnya pembangunan manusia dan adanya daerah tertinggal. Alokasi Transfer Dana ke Daerah dan Dana Desa (TKDD) merupakan bentuk desentralisasi fiskal dari pemerintah untuk memastikan pemerataan pembangunan di daerah. Penelitian ini bertujuan untuk mengevaluasi dampak TKDD terhadap Indeks Desa Membangun (IDM) dan Indeks Pembangunan Manusia (IPM) di Provinsi Jawa Timur. Metode yang diterapkan dalam penelitian ini adalah panel statis dengan menggunakan pendekatan Fixed Effect Model untuk model IDM dan Random Effect Model untuk model IPM. Penemuan analisis menunjukkan bahwa dana desa, dana alokasi khusus, dan dana bagi hasil memiliki pengaruh positif yang signifikan terhadap IDM dan IPM, sedangkan DAU menunjukkan pengaruh negatif dan signifikan terhadap IDM dan IPM di Provinsi Jawa Timur.
       
      Regional development is a crucial aspect of national development, making both inseparable and mutually supportive in achieving developmental goals. In practice, there are suboptimal conditions in reaching these objectives, such as low human development and the existence of underdeveloped regions. The allocation of Transfer Funds to Regions and Village Funds (TKDD) represents a form of fiscal decentralization by the central government to ensure equitable development across regions. This study aims to evaluate the impact of TKDD on the Village Development Index (IDM) and Human Development Index (HDI) in East Java Province. The methodology used in this research is a static panel using the Fixed Effect Model approach for the IDM model and the Random Effect Model for the HDI model. The analysis findings indicate that village funds, special allocation funds, and revenue-sharing funds have a significant positive impact on both the Village Development Index (IDM) and the Human Development Index (HDI), while the General Allocation Fund (DAU) shows a significant negative impact on IDM and HDI in East Java Province.
