Analisis Biaya Manfaat (Cost Benefit Analysis) Penyediaan Energi Baru Terbarukan di Wilayah Ibu Kota Nusantara Proyeksi 2024-2045
Abstract
Pemindahan Ibu Kota Nusantara (IKN) ke Kalimantan Timur menimbulkan dampak seperti biaya relokasi dan timbulnya emisi dari pemanfaatan energi untuk memenuhi kebutuhan energi di IKN. Penggunaan Energi Baru Terbarukan (EBT) merupakan salah satu kebijakan yang dirancang untuk memenuhi kebutuhan energi di IKN yang ditujukan untuk mendukung target Net Zero Emission. Penelitian ini bertujuan untuk mengetahui proyeksi permintaan dan penyediaan energi di IKN serta melihat kelayakan penerapan kebijakan skenario energinya dengan memanfaatkan EBT. Metode yang digunakan pada penelitian ini berupa analisis kuantitatif menggunakan perangkat lunak Low Emission Analysis Platform (LEAP) dan Cost Benefit Analyisis (CBA). Berdasarkan hasil penelitian diperoleh permintaan energi untuk listrik pada skenario BAU dan NZE adalah 75,19 ribu GWh dan 71,72 ribu GWh dengan nilai paling besar diperuntukkan bagi sektor transportasi. Energi tersebut dipenuhi dari PLTS IKN dan PLTA, PLTMG Bangkanai, Senipah NGCC, dan PLTG Sambera dari rest of IKN. Diperoleh Net Benefit sebesar 7,49 juta USD atau dapat dikatakan baik dan layak untuk menerapkan kebijakan skenario pemanfaatan EBT untuk mendukung target Net Zero Emission. The move of Ibu Kota Nusantara (IKN) to East Kalimantan has had impacts such as relocation costs and the emergence of emissions from the use of energy to meet energy needs in IKN. The use of New Renewable Energy (NRE) is one of the policies designed to meet energy needs in IKN which is aimed at supporting the Net Zero Emission target. This research aims to determine the projected energy demand and supply in IKN and see the feasibility of implementing energy scenario policies by utilizing EBT. The method used in this research is quantitative analysis using Low Emission Analysis Platform (LEAP) and Cost Benefit Analysis (CBA) software. Based on the research results, it was found that energy demand for electricity in the BAU and NZE scenarios was 75.19 thousand GWh and 71.72 thousand GWh, with the largest value allocated to the transportation sector. This energy is supplied from PLTS IKN and PLTA, PLTMG Bangkanai, Senipah NGCC, and PLTG Sambera from the rest of IKN. Obtained a Net Benefit of 7.49 million USD or it could be said to be good and feasible for implementing the EBT utilization scenario policy to support the Net Zero Emission target.
