Peran Ekosistem Kewirausahaan Terhadap Kewirausahaan Pertanian Produktif di Kabupaten Bogor

Abstract

Kontribusi kewirausahaan terhadap kemajuan ekonomi suatu kawasan diukur dengan nilai tambah yang dihasilkan pada Produk Domestik Bruto (PDB) melalui aktivitas kewirausahaan yang produktif. Keterlibatan wirausaha dalam sektor pertanian memiliki relevansi penting karena dapat menghasilkan pertumbuhan dan keberlanjutan bisnis. Selain itu, sektor pertanian juga merupakan sektor industri primer yang menjadi penyuplai bahan baku untuk industri sekunder dan tersier. Namun, sektor tersebut memiliki kontribusi terhadap PDB Kabupaten Bogor yang masih rendah dibandingkan sektor lainnya dengan nilai kontribusi sekitar 5% meskipun pertanian merupakan salah satu sektor andalan di Kabupaten Bogor. Kondisi tersebut disebabkan karena kompetensi wirausaha pertanian dan lingkungan bisnis pertanian masih belum mendukung aktivitas kewirausahaan pertanian. Sementara itu, kewirausahaan produktif dapat terjadi karena adanya interaksi antara pemilik usaha dan lingkungannya. Interaksi tersebut membentuk ekosistem kewirausahaan yang mana ekosistem kewirausahaan merupakan seperangkat elemen ekosistem kewirausahaan yang saling terkait untuk menghubungkan, memediasi, dan mengatur kinerja dalam lingkungan kewirausahaan lokal. Sehingga penelitian ini diarahkan untuk mencapai tujuan berikut: menganalisis interaksi antar elemen ekosistem kewirausahaan terhadap pembentukan ekosistem kewirausahaan; menganalisis peran ekosistem kewirausahaan terhadap produktivitas kewirausahaan pertanian di Kabupaten Bogor; dan menganalisis strategi peningkatan produktivitas kewirausahaan pertanian melalui elemen ekosistem kewirausahaan. Pendekatan kuantitatif digunakan pada penelitian ini untuk menjawab tujuan penelitian yang telah dirancang. Data cross-section yang digunakan diperoleh dengan melakukan wawancara menggunakan kuisioner berskala likert 1- 5 terhadap 110 wirausaha pertanian. Pemilihan sampel dilakukan dengan metode kluster sampling yang membagi wilayah Kabupaten Bogor secara administratif ke dalam tiga kluster yaitu Kecamatan Cibinong, Pamijahan, dan Ciseeng. Analisis terhadap data yang terkumpul menggunakan Structural Equation Model-Partial Least Square (SEM-PLS). Pengujian validitas dan reliabilitas model dilakukan untuk menguatkan penarikan kesimpulan uji signifikansi. Selain itu, untuk analisis strategi dengan metode Importantance-Performance Map Analysis. Penelitian menyimpulkan bahwa hubungan interaksi antar elemen ekosistem kewirausahaan berdasarkan hasil korelasi membentuk hubungan finance, demand, intermediaries, culture, leadership, dan network dengan kekuatan interaksi lebih dari 0,4. Sementara hubungan yang lebih kuat dengan skor lebih besar dari 0,5 terbentuk oleh elemen culture, demand, leadership, dan intermediaries. Elemen-elemen tersebut juga merupakan elemen utama pada ekosistem kewirausahaan pertanian di Kabupaten Bogor. Hal itu disebabkan oleh keempatnya secara signifikan positif terhadap variabel laten ekosistem kewirausahaan. ii Hasil lainnya ditemukan sesuai dengan literatur sebelumnya yaitu peran ekosistem kewirausahaan yang signifikan terhadap kewirausahaan produktif. Hal ini memperkuat teori bahwa pada tingkat geografi maupun spesifik industri ekosistem kewirausahaan secara empiris terbukti berperan signifikan terhadap produktivitas wirausaha. Bahkan penelitian ini telah mengonfirmasi bahwa performa ekosistem kewirausahaan di Kabupaten Bogor masih lemah. Meskipun demikian, beberapa elemen ekosistem kewirausahaan dinilai memiliki kepentingan yang tinggi. Sehingga perlu menjadi prioritas untuk dilakukan penguatan dalam upaya meningkatkan produktivitas kewirausahaan pertanian di Kabupaten Bogor. Penguatan ekosistem kewirausahaan untuk meningkatkan kewirausahaan produktif ini secara parsial dapat dilakukan dengan memprioritaskan elemen utama yaitu leadership, culture, demand, dan intermediaries. Keempat elemen tersebut berkinerja masih rendah akan tetapi sangat penting sehingga masuk kedalam Kuadran IV. Kuadran tersebut merupakan kuadran prioritas berdasarkan teori penilaian strategi kepentingan dan performa. Oleh karena itu, strategi prioritas peningkatan produktivitas wirausaha pertanian dengan memperluas akses pasar, menginternalisasi budaya kewirausahaan, meningkatkan peran kepemimpinan ekosistem kewirausahaan dan peran layanan perantara seperti inkubator bisnis, profesional atau mentor bisnis.

The contribution of entrepreneurship to the economic progress of a region is measured by the value added to the Gross Domestic Product (GDP) through productive entrepreneurial activities. Entrepreneurial involvement in the agricultural sector is critically relevant as it can generate business growth and sustainability. In addition, the agricultural sector is also a primary industry that supplies raw materials for secondary and tertiary industries. However, the sector has a low contribution to the GDP of Bogor Regency compared to other sectors, with 5% contributions, even though agriculture is one of the mainstay sectors in Bogor Regency. This condition is due to the competence of agricultural entrepreneurs and the fact that the agricultural business environment still needs to support agricultural entrepreneurship activities. Meanwhile, productive entrepreneurship can occur due to interactions between business owners and their environment. The interaction forms an entrepreneurial ecosystem, where the entrepreneurial ecosystem is a set of interrelated entrepreneurial ecosystem elements to connect, mediate, and regulate performance in the local entrepreneurial environment. So, this research is directed to achieve the following objectives: to analyze the interaction between entrepreneurial ecosystem elements towards the formation of entrepreneurial ecosystem; to analyze the role of entrepreneurial ecosystem towards agricultural entrepreneurship productivity in Bogor Regency; and to analyze strategies to increase agricultural entrepreneurship productivity through entrepreneurial ecosystem elements. A quantitative approach was used in this research to answer the research objectives that have been designed. The cross-section data was obtained by conducting interviews using a 1-5 Likert scale questionnaire with 110 agricultural entrepreneurs. The sample selection was conducted using a cluster sampling method that administratively divided the Bogor Regency area into three clusters: Cibinong, Pamijahan, and Ciseeng sub-districts. Analysis of the collected data used the structural equation model-partial least square (SEMPLS). Validity and reliability testing of the model was carried out to strengthen the conclusion of the significance test. In addition, the importance-performance map analysis method is used for strategy analysis. The study concluded that the interaction relationship between elements of the entrepreneurial ecosystem based on the correlation results, financial, demand, intermediaries, culture, leadership, and network have a strength of interaction of more than 0,4. Meanwhile, stronger relationships with scores above 0,5 are formed by elements of culture, demand, leadership, and intermediaries. Those elements are also the main elements in the agricultural entrepreneurship ecosystem in the Bogor Regency. The elements cause it to have significantly positive results on latent variables of entrepreneurship ecosystems. Another result of previous literature is the significant role of the entrepreneurial ecosystem on productive entrepreneurship. This evidence reinforces the theory that the entrepreneurial ecosystem is empirically proven to play a significant role in entrepreneurial productivity at the geographic and industry-specific levels. Even this research has proved that the entrepreneurial ecosystem in the Bogor Regency needs more robust weak performance. Nevertheless, some entrepreneurial ecosystem elements are considered to be of high importance. So, they need to be prioritized to strengthen it and increase the productivity of agricultural entrepreneurship in Bogor Regency. Strengthening the entrepreneurial ecosystem for reinforcing productive entrepreneurship can also partially prioritize the main elements, such as leadership, culture, demand, and intermediaries. These four elements have low performance but are very iv important, so they enter quadrant IV. The quadrant is a priority quadrant based on the theory of strategic assessment of interests and performance. Therefore, the priority strategies are to enhance the productivity of agricultural entrepreneurs by expanding market access, fostering an entrepreneurial culture, increasing the leadership role within the entrepreneurial ecosystem, and enhancing intermediary services such as business incubators, professionals, and business mentors.
