Agriculture and rural areas are two things that cannot be separated. Rural transformation can be seen by the shifting focus of production from low-value agricultural commodities to high-value agricultural commodities. This study aims to analyze the condition of high-value agricultural GDPR and determine the effect of IPIs on high-value agricultural GDPR and its implications for rural transformation in Indonesia in the period 2000 to 2018 using multi-annual data and 25 provinces as individual objects. The analysis methods used are descriptive analysis and panel data regression analysis. The research results show that there is high-value economic growth in Indonesia. The variables bank, electricity, middle school & high school (secondary) education facilities, General Allocation Funds (DAU), PMA in the agricultural sector and PMDN in the agricultural sector have a significant positive effect. Meanwhile, the Village Fund variable has a significant negative effect. However, the cooperative, market and PMDN variables in the non- agricultural sector have an insignificant positive effect. Meanwhile, non- agricultural PMA has an insignificant negative effect on high-value agricultural GDPR.
