Optimisasi Pengembangan Perikanan Purse Seine di PPN Pemangkat Kabupaten Sambas Propinsi Kalimantan Bmt
Abstract
Fishing Port of Pemangkat is the largest fishing port in Kalirnantan Barat Province and facing directly to South China Sea. South China Sea has the big potency of big pelagic fish amount to 66.080 tondyear and small pelagic fish amount to 621.500 ton /year, but level of exploitation is low, i.e. 53,21% for big pelagic fish and 33,07% for small pelagic fish. Pelagic fish in PPN Pemangkat is only caught by purse seiners. The aims of this research are to determine the optimum exploitation level of fish in fishing ground of PPN Pemangkat purse seiners, to determine effort feasibility level and to create the optimum alternative solution to develop purse seine fisheries in PPN Pemangkat. Data collecting was done with field observation method by fishing log book and interview to fishing master. Biological analysis was conducted by using surplus production approach, effort feasibility analysis was conducted by calculated value of NPV, IRR, net BIC, profitability ratio, payback period and sensitivity analysis, while optimization d y s i s used linear goal programming. In fishing ground of purse seine fishermen of PPN Pemangkat, effort of ikan tomgkol, luyang, selur and tenmiri are still potential to be developed, but ikan kmbung and tembang wae over fishing. Economic analysis indicated that all kind of purse seiners in PPN Pemangkat are feasible for further development. Optimization analysis by linear goal programming recommended that 22 unit fishing bat of 30-59 GT available to exploit the fisheries potency, while fishing boat of 60-89 GT and 2 90 GT weren't recommended with consideration sustainability of resources. Taritorial water of South China Sea is still having great pelagic fish potency, while local fishing ground had been over fished by the fishermen of PPN Pemangkat. Considering to these evident, the expansion of fishing ground to South China Sea are recommended, achieving by increasing the number of fishing boat i.e. 521 unit of 30-59 GT, 484 unit of 60-89 GT and 1779 unit of 2 90 GT, because the fishing boat of 2 90 GT able to operate until the Indonesian ZEE hurl*.
