Peran Sektor Informasi dan Komunikasi terhadap Pertumbuhan Ekonomi Indonesia (Analisis Input-Output)

Abstract

Pada era digital, Teknologi Informasi dan Komunikasi (TIK) sangat penting karena dapat mempermudah kegiatan masyarakat dengan menghemat waktu, ruang, hingga biaya. Namun adanya perubahan masif akibat terjadinya pandemi Covid-19 mempengaruhi berbagai bidang kehidupan masyarakat termasuk sektor informasi dan komunikasi yang mengalami penurunan sehingga perlu dilakukan peningkatan produktivitas melalui pengeluaran pemerintah. Penelitian ini bertujuan untuk mengetahui keterkaitan dan efek pengganda sektor informasi dan komunikasi serta dampak pengeluaran pemerintah sektor informasi dan komunikasi. Metode analisis yang digunakan adalah analisis Input-Output klasifikasi 185 sektor yang diagregasi menjadi 20 sektor untuk analsisis keterkaitan dan efek pengganda serta 17 sektor untuk analisis dampak pengeluaran pemerintah. Hasil analisis menunjukkan terdapat tiga subsektor informasi dan komunikasi yang memiliki kemampuan yang tinggi untuk menarik pertumbuhan produksi sektor hulunya, yaitu subsektor hasil-hasil penerbitan, subsektor jasa penyiaran dan pemrograman, film dan hasil perekaman suara, serta subsektor jasa konsultasi komputer dan teknologi informasi dan komunikasi. Sedangkan dari keseluruhan subsektor yang dianalisis memiliki kemampuan yang rendah untuk mendorong pertumbuhan produksi sektor hilirnya. Nilai pengganda output, pendapatan, dan tenaga kerja tertinggi baik tipe I maupun tipe II didominasi oleh subsektor hasil-hasil penerbitan. Dampak peningkatan pengeluaran pemerintah pada sektor informasi dan komunikasi berpengaruh paling besar terhadap kinerja sektor itu sendiri baik dari sisi output, pendapatan, dan tenaga kerja.

In the digital era, Information and Communication Technology (ICT) is very important because it can facilitate community activities by spending time, space, and costs. However, the massive changes due to the Covid-19 pandemic have affected various areas of people's lives, including the information and communication sector, which has decreased so that it is necessary to increase productivity through government spending. This research aims to determine the linkages and multiplier effects of the information and communication sector as well as the impact of government spending on the information and communication sector. The analytical method used is Input-Output a classification of 185 sectors which is aggregated into 20 sectors for analysis of linkages and multiplier effects and 17 sectors for analysis of the impact of government spending. The results of the analysis show that there are three information and communication subsectors that have the ability to attract growth in upstream sector production, namely the publishing products subsector, the broadcasting and programming services subsector, films and sound recording products, as well as the computer consulting services and information and communication technology subsectors. The highest output, income and employment multiplier values for both type I and type II are dominated by the publishing results subsector. The impact of increasing government spending on the information and communications sector has the greatest influence on the performance of the sector itself in terms of output, income and employment.
