Inkonsistensi Antara Konsep Dan Implementasi Program Jaminan Kesehatan Masyarakat

Abstract

So far, the government only looks at poverty from a quantitative aspect only, such as the physical condition of homes and other assets. In the Jamkesmas Program in Sub- District of Cibadak, the government put the poor according to the 2006 BPS poverty criteria. Meanwhile, the community looks over at the poverty in terms of qualitative such as the needs of daily life. Besides the reality of poverty, to achieve the objectives of the Jamkesmas program, public awareness is needed to behave in healthy living o create the optimum status of public health. The purposes of this study are to know the level of citizen understanding about the condition of poverty that are daily encountered, analyzing the gap of the definition of poor between the community and government that shows the less accurate targets in the Jamkesmas program, analyzing the linkages of the reality in poverty with the health behaviors of poor communities. The method used in this study is quantitative and qualitative approach. The results from this study that there’s a gap in the definition of poor between communities and government that is one of the causes of the less accurate targets in Jamkesmas program. Besides that, a person’s health status is determined by the behavior of people in healthy living and the environment.
