Ekowisata dan Pembangunan Wilayah: Analisis Keberlanjutan Nafkah Di Wakatobi Sulawesi Tenggara

Penelitian ini dilaksanakan di Kabupaten Wakatobi Provinsi Sulawesi
Tenggara. Secara keseluruhan wilayah adminstrasi Wakatobi merupakan taman
nasional yang ditetapkan berdasarkan surat keputusan Menteri Kehutanan
No.7651/KPTS-II/2002 tanggal 19 Agustus tahun 2002.Taman Nasional
Wakatobi merupakan taman laut terbesar kedua yang di miliki Indonesia dan
menjadi salah satu Daerah Tujuan Wisata nasional. Merupakan cagar Biosfer
terbaru Indonesia yang ditetapkan oleh UNESCO melalui sidang ke-24 ICC-MAB
program pada tahun 2012 di Paris. Posisi Geostrategis Wakatobi di tengah pusat
karang dunia, menyebabkan daerah ini sebagai wilayah yang memiliki
keanekaragamn hayati yang sangat tinggi dan mempunyai pemandangan alam
bawah laut yang indah dan eksotik. Keunggulan lokasi (geographical advantage)
menjadi alasan Pemerintah Daerah menetapkan Ekowisata sebagai paradigma
pembangunan wilayah Wakatobi.
Penelitian ini bertujuan menganalisis dampak ekowisata bagi perekonomian
pada tingkatan makro (ekonomi wilayah setempat) dan mikro (ekonomi
rumahtangga) melalui sistem penghidupan dan tingkat resiliensi rumahtangga
setelah ekowisata dikembangkan di Wakatobi menggunakan pendekatan
“Sustainable Livelihood aproach”. Hasil kesimpulan penelitian ini adalah pada
aras makro variabel yang mewakili aktivitas wisata yaitu hotel dan homestay
serta jumlah wisatawan berkorelasi positif dan sangat kuat terhadap beberapa
variabel ekonomi makro seperti PDRB, PDRB perkapita dan PAD, namun
bekorelasi negatif terhadap penduduk miskin. Artinya kegiatan wisata belum
dapat mengurangi tingkat kemiskinan yang terjadi di Wakatobi. Secara
keseluruhan struktur nafkah masyarakat tidak menjadi lebih baik karena adanya
pengembangan kegiatan ekowisata. Sektor pertanian masih menjadi sumber
penghidupan utama. Selain itu tingkat pendapatan perkapita masyarakat diseluruh
lapisan rumahtangga masih rendah, terutama pendapatan lapisan menengah bawah
masih sangat jauh dari garis kemiskinan. Namun aktivitas ekowisata dapat
meningkatkan resiliensi ekonomi rumahtangga. Hal ini terlihat dari lapisan
rumahtangga atas memiliki tingkat resiliensi yang lebih tinggi dibandingkan
dengan lapisan menengah dan bawah.
Ekowisata belum berkontribusi besar dalam pembangunan wilayah karena
terjadi persoalan ”Decoupling Sustainability”, hal ini menghambat tercapainya
tujuan pembangunan wilayah yang berbasiskan ekowisata yaitu kelesetarian alam
terjaga dan masyarakat lokal memperoleh manfaat. Tetapi yang terjadi adalah
pembangunan ekowisata yang belum inklusif sehingga hanya lapisan
rumahtangga atas yang mampu mengakses peluang yang tersedia. Ekowisata pada
dasarnya dapat meningkatkan resiliensi ekonomi rumahtangga. This study was conducted in Wakatobi Southeast Sulawesi Province.
Overall, Wakatobi administrative region is a national park given by Ministry of
Forestry in the decree No.7651/KPTS-II/2002 on 19 agustus 2002. Wakatobi
national park is the second largest marine park and become one of the national
tourism destinations. Wakatobi was also established as the latest biosphere
reserevs by UNESCO in the 24th session of the ICC-MAB program in Paris, in
2012. Wakatobi geostrategic position amid the world’s coral triangel, causing
this area have a very high biodiversity, beautiful, and exotic underwater scenery.
Location advantage is the reason for the local governments establish ecotourism
as development paradigm of Wakatobi regency.
This study examined the impact of ecotourism on macro level (regional
economy) and micro (household economy) throught the livelihood systems and
the level of household resilience after ecotourism development in wakatobi, using
sustainable livelihood approach. The conculsion of this study is in the macro level,
variables representing tourism activities namely hotel dan homestay and tourist
numbers correlate positively and very strong against some macroeconomic
variables such as the GDP, GDP per capita and the PAD, but it has negative
correlation on the poor community. This means that, tourism activities have not
bean able to reduace the level of poverty in Wakatobi. The overall structure of a
living society does not get better with the exixtance of the development of
ecotourism activities. The agricultural sectror is still the main sources of
livelihood. In addition, the level of percapita income of the communities across
the ining households is stil low, especially income of middle lower layer, still very
far from the proverty line. However, ecotourism activities can increase household
economic resilience . it seen from the top layer of household have a higher degree
of resiliency than the middle and lower layers.
Ecotourism activities have not contributed in major scale to development of
region due the problem of “decoupling sustainability”. The problem impeded the
achievment of development objectivies based ecotourism, namely the preservation
of nature nad local communities benefit. The construction of ecotourism was not
inclusive leading to a mere top layer of household are able to access
opportunities. Ecotourism could basically increase the economic resilience of
households.
