      Dampak COVID-19 dan Determinan Lainnya terhadap Pendapatan Asli Daerah Kota Bogor

      Abstract
      Salah satu wujud keberhasilan pelaksanaan otonomi daerah ditandai dengan adanya kemandirian daerah dalam menghasilkan dana yang diperoleh, dari pemanfaatan potensi daerah secara maksimal yang disebut dengan Pendapatan Asli Daerah (PAD). Tingginya realisasi PAD mencerminkan besarnya kemampuan daerah dalam membiayai pemerintahan dan pembangunan. Penelitian ini bertujuan untuk menganalisis pertumbuhan PAD setiap tahunnya, tingkat kontribusi pendapatan penyusun PAD, efektivitas, dan dampak COVID-19 serta determinan lainnya terhadap PAD. Metode yang digunakan adalah analisis deskriptif, kontribusi, efektivitas, dan regresi linier berganda dengan variabel dummy. Objek yang diteliti adalah Kota Bogor dengan menggunakan data time series tahunan dan bulanan periode Januari-Desember 2018-2021. Hasil penelitian ini menunjukkan bahwa variabel Jumlah Penduduk (JP) berpengaruh negatif dan signifikan terhadap PAD, variabel Pajak Daerah (PD), Inflasi (IN), dan Lain-Lain Pendapatan Asli Daerah yang Sah (LLPADS) berpengaruh positif dan signifikan terhadap PAD. Sedangkan variabel Retribusi Daerah (RD), Hasil Pengelolaan Kekayaan Daerah yang Dipisahkan (HPKDD), Pajak Hiburan (PHi), Jumlah Unit Usaha Hotel (JHo), dan COVID-19 tidak berpengaruh terhadap PAD.
       
      One manifestation of the successful implementation of regional autonomy is marked by the existence of regional independence in generating funds obtained from the maximum utilization of regional potential which is called Local Revenue (PAD). The high realization of PAD reflects the large capacity of the region to finance government and development. This study aims to analyze the growth of PAD each year, the level of income contribution of PAD compilers, effectiveness, and the impact of COVID-19 and other determinants of PAD. The method used is descriptive analysis, contribution, effectiveness, and multiple linear regression with dummy variables. The object under study is the city of Bogor using annual and monthly time series data for the January-December 2018-2021 period. The results of this study indicate that the Population (JP) variable has a negative impact on PAD, the Regional Tax (PD), Inflation (IN), and Other Legitimate Local Income (LLPADS) variables have a positive impact on PAD. While the variables for Regional Retribution (RD), Results of Separated Regional Wealth Management (HPKDD), Entertainment Tax (PHi), Number of Hotel Business Units (JHo), and COVID-19 have no impact on PAD.
